Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti.  Action Against Hunger-USA has over $100 million in programs, and approximately 1,100 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated**.**

**I.                    SUMMARY OF POSITION**

As a senior member of the Country Senior Management Team, the Head of Logistics Department (Logistics HOD) is based in Juba with regular travels to the field bases across South Sudan. The Logistics HOD provides strategic leadership and operational management of all logistics, procurement, supply chain, fleet management, ICT and Administration functions across the country office. The role is critical in ensuring compliant, efficient, and accountable support services that enable quality program delivery in a complex, insecure and high-cost operating context. The Logistics HOD reports to the Country Director.

**Purpose**

The Logistics HOD leads the Logistics Department in providing high-quality, donor compliant support services across all ACF operational location in South Sudan. This includes strategic oversight of procurement, warehousing, fleet, ICT and administration; management of the LINK ERP system and compliance with ACF internal standards and donor specific logistics and procurement requirements. The Logistics HOD is accountable for implementation of internal and external audit recommendations and for continuous improvement of logistics systems, processes and controls.

**Engagement**

The Logistics HOD works closely with Regional Logistics Specialist, Country Director, Program Director, Finance Director as well as Field Coordinators and Program Managers. Externally, the Logistics HOD engages with suppliers, freight forwarders, customs authorities, logistics cluster partners, UN agencies and NGOs operating in South Sudan including participation in relevant coordination forums.

**Delivery**

The logistics HOD is responsible for delivering the country office logistics strategy across all field and coordination sites ensuring that procurement, stock, fleet, ICT and administrative systems function in accordance with ACF standards, donor requirements and humanitarian principles. Characterized by challenging access, limited market capacity, significant fraud risk and complex supply chains, the Logistics HOD must apply robust risk management and adaptive management approaches to maintain operational continuity and institutional integrity.

**II.                  ESSENTIAL JOB ROLES**

**1.      Strategy and Planning**

·     Develop, maintain and implement an updated logistics strategy for the South Sudan Office aligned to the country strategy and annual Country Financing Plans (CFP)

·     Contribute to the SMT's strategic and operational decision-making, providing logistics and operational intelligence to inform programmatic and institutional choices.

·     Lead the annual logistics planning including procurement planning, fleet planning, ICT investment, and warehouse capacity assessment across all field locations.

·     Participate actively in program design and proposal to ensure logistics feasibility assessment, realistic cost projections, and supply chain risk analysis are embedded from the outset.

**2.      Procurement and Supply Chain Management**

·     Oversee all procurement processes at country level (coordination and field) in strict compliance with ACF procurement policies and applicable donor regulations (ECHO, SIDA, WFP, UNICEF, GFFO, AICS, EU, etc.).

·     Ensure competitive, transparent, and documented procurement for all goods and services, maintaining a functional and regularly updated supplier database and market price benchmarks for South Sudan.

·     Manage and maintain the country office Framework Agreements, ensuring timely renewals, appropriate use, and compliance documentation.

·     Oversee import processes including customs clearance, duty exemption applications, and engagement with the Relief and Rehabilitation Commission (RRC) and other relevant government authorities.

·     Monitor supply chain performance indicators and implement corrective measures where lead times, vendor performance, or compliance levels fall below standard.

**3.      Warehousing, Stock Management and Asset Control**

·     Serve as custodian of all ACF South Sudan warehouses, assets, and stock, ensuring compliance with storage standards and regular physical verification across all locations.

·     Oversee the implementation of the Link ERP module for stock and asset management, ensuring data accuracy and timely reconciliation with program and finance records.

·     Ensure stock movement documentation (waybills, GRNs, stock cards, release orders) is complete, accurate, and audit-ready across all field bases.

·     Lead or support periodic stock and asset counts, and ensure findings are reported, actioned, and tracked to resolution.

**4.      Fleet Management**

·     Develop and maintain fleet management guidelines adapted to South Sudan operational conditions, covering owned and rented vehicles, motorcycles, canoes and boats where applicable.

·     Ensure effective fleet monitoring systems are in place including logbooks, fuel tracking, monthly vehicle reports, and preventive maintenance schedules at all bases.

·     Manage vehicle rental contracts, ensuring value for money, appropriate specifications, and compliance with ACF and donor standards.

·     Oversee the decommissioning and disposal of fleet assets in accordance with ACF and donor regulations.

**5.      ICT Management**

·     In coordination with the Regional IT function and country ICT Officer, ensure reliable and secure ICT infrastructure across the Juba coordination office and all field bases, including internet connectivity, data protection, and device management.

·     Ensure ACF information security policies are implemented, with particular attention to field site communications, data back-up, and device tracking in a high-risk environment.

·     Support the rollout and utilization of the LINK ERP system across all logistics and procurement functions.

**6.      Administration**

·     Oversee administrative functions including lease management, office and guesthouse maintenance, generator and utilities management, and administrative support services for the coordination office and field bases.

·     Ensure guesthouse and office facilities meet ACF standards and are managed in a cost-efficient, well-documented manner.

**7.      Compliance, Audit, and Risk Management**

·     Lead the country office logistics compliance framework, ensuring all logistics functions adhere to ACF internal policies and relevant donor-specific requirements.

·     Manage the implementation and tracking of internal and external audit recommendations relating to logistics, procurement, fleet, ICT, and administration, ensuring timely closure of findings.

·     Conduct regular logistics compliance reviews and field visits to assess adherence to standards, identify risks, and implement corrective action plans.

·     Undertake systematic risk assessments of logistics processes and develop and maintain internal risk mitigation measures, with particular attention to fraud prevention and anti-diversion safeguards.

**8.      Team Management and Capacity Building**

·     Directly manage the Procurement Manager, Logistics Manager, ICT Officer, and Administrative Officer, providing regular supervision, performance management, and professional development support.

·     Conduct regular field visits to support and assess logistics staff and systems at all ACF South Sudan bases.

·     In partnership with HR, lead the recruitment, onboarding, and capacity development of the logistics team, building a high-performing, technically competent function.

·     Develop and deliver structured training and mentoring programs to build national staff logistics capacity, aligned to ACF's commitment to localization.

·      

**9.      Coordination and Representation**

·     Represent ACF South Sudan in the Logistics Cluster and other relevant inter-agency coordination forums.

·     Build and maintain effective relationships with key suppliers, service providers, government counterparts (including Customs, RRC, and relevant line ministries), and logistics cluster partners.

·     Provide regular, high-quality reporting on logistics performance, risks, and priorities to the Country Director and SMT.

**III.                SUPERVISORY RESPONSIBILITIES**

The Logistics HOD will directly manage; Procurement Manager, Logistics Manager, ICT Officer and Administration Officer

**IV.               PHYSCIAL DEMANDS**

**V.                 WORKING CONDITIONS, TRAVEL AND ENVIRONMENT**

·       The duties of the job require regular job attendance of at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

·       Must be able to travel as required in any part of the Country where the team will be deployed.  While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases.

**VII.             FISCAL RESPONSIBILITY**

·       This position will be responsible for developing Logistics budget both at coordination and field level during proposal and Country Financing Plans (CFP) development stage

## Requirements

**I.                   I.                    REQUIRED QUALIFICATIONS**

·       Bachelor’s degree in business/economics/supply chain management/Humanitarian studies or another related field 

·       Advanced university degree or professional qualification in Logistics, or supply chain management (CIPS or equivalent) is strongly preferred

·       Membership of a relevant professional supply chain body (e.g. CIPS) is an advantage

**II.                   REQUIRED SKILLS AND EXPERIENCE**

·       At least 5 years of senior level humanitarian logistics and operational experience including Head of Department or equivalent level.

·       Significant experience in complex humanitarian operations in Africa, with prior experience in South Sudan or comparable conflict-affected, access-constrained environments is strongly preferred.

·       Demonstrated experience managing large-scale procurement processes in compliance with major humanitarian donor regulations.

·       Experience with LINK ERP or comparable supply chain/ERP systems in an INGO context.

·       Strong strategic and operational logistics management capability with proven experience leading and developing multi-functional logistics team in a complex context.

·       Comprehensive knowledge of international humanitarian logistics systems, donor procurement regulations, and accountability frameworks.

·       Excellent command of logistics ERP systems, particularly Link, and proficiency in standard IT tools (MS Office suite including Excel for data analysis and reporting).

·       Strong analytical ability: capable of interpreting logistics data, conducting trend analysis, identifying risks, and generating actionable management information.

·       Demonstrated track record in logistics compliance, audit response, and fraud risk mitigation in high-risk humanitarian environments.

·       Proven capacity to build and develop high-performing national and international logistics teams, including through structured mentoring and on-the-job coaching.

·       Strong communicator: able to present complex logistics information clearly and persuasively to senior management, program teams, donors, and external partners.

·       Effective negotiator with suppliers, service providers, and government counterparts in challenging commercial and regulatory environments.

·       High degree of personal organization, attention to detail, and ability to manage competing priorities under pressure with minimal supervision.

·       Strong understanding and commitment to humanitarian principles, including Do No Harm, impartiality, and accountability to affected populations.

·       Fluency in English (written and spoken) is required. Working knowledge of Arabic is an added advantage.

·       Ability and willingness to travel frequently to ACF South Sudan field locations under challenging security and environmental conditions.
