Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,100 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.

**I.                    SUMMARY OF THE POSITION:**

The Finance Director is the senior finance leader for Action Against South Sudan responsible for the full financial management of the country office consistent with Action Against Hunger financial management requirements and local legislation. She/he will ensure regular oversight on accounting integrity, monitoring, and support to the management of the country finance portfolio throughout the lifecycle of all grants, from early discussions with the donor and/or organizational partners, to grant closure through finance compliance checks, and reporting.

The Finance Director will lead the finance function for Action Against Hunger in South Sudan and coordinate the process of developing high-quality budgets to be incorporated into concept notes, proposals including budget narratives and reports in compliance with donor regulations. Finance Director provides the Country Director and Senior Management Team with decisions-ready financial analysis and ensures the country office meets the highest standards of transparency and accountability in line with Action Against Hunger’s Internal Guidelines and applicable national statutory requirements.

**Purpose**

The Finance Director will contribute to the definition and implementation of the country strategy by providing overall budgetary and financial management oversight. She/he will lead financial operations and accounting for the CO. Based in Juba, she/he is responsible for the overall financial and awards management of Action Against Hunger programs in South Sudan. The role exists to uphold robust internal controls and drive excellence in finance function.

South Sudan is a complex CO with monthly spending levels of over $1.5 million. The Finance Director manages and tracks major active awards. In addition, she/he ensures the proper administration of sub-awards to partner organizations.

**Engagement**

The Finance Director will keep regular contact with all staff involved in the formulation and implementation of budgets and proposals at country/regional/HQ level, closely collaborate with the Regional Finance Specialist/Director for technical guidance, other CO Finance Leads and relevant personnel in Regional Office and HQ. She/he will provide leadership, management and oversight to the finance function across all SSD offices (capital and field)

Externally, she/he works closely with donors, partners, tax authorities, audit firms and other government agencies.

**Delivery**

Given this is a dynamic and rigorous role; the role is expected to coordinate and organize activities to ensure that all deliverables are achieved in a timely manner. This entails timely and quality formulation of budgetary input for donor proposals and reports including budget narratives in accordance with the country strategic plan, timely and high-quality financial reporting of all Action Against Hunger South Sudan programs and coordinate between CO, Regional Office, Global and monitoring reports through established tools.

**II.                  ESSENTIAL JOB ROLES**

**1: Accounting and Financial Integrity**

·       Ensuring compliance with, awareness, understanding and implementation of ACF’s accounting procedures towards all ACF South Sudan staff and applicable South Sudan statutory requirements including payroll and statutory deductions.

·       Ensuring accuracy, completeness and timeliness of all accounting entries including monthly closing, reconciliations and validations of accounting schedules across all offices.

·       Verifications of inventory and bank accounts according to ACF requirements.

·       Set up and maintain accounting software parameters; sign off the monthly closing checklist.

·       Reviewing payroll and ensuring all statutory deductions are settled in time.

·       Identifying financial risks (exchange rate fluctuations, inflation...), making heads of department aware of financial risks for their functions, alerting senior leadership and providing mitigation guidance.

·       Supervising the review of invoices and ensuring that they are archived according to ACF requirements.

·       Preparing annual financial statements and facilitating statutory/institutional audit process.

·       Overseeing compliant filing and digital archiving of all financial records to facilitate audit retrieval.

**2: Treasury**

·       Providing strategic oversight of treasury and cash management, ensuring robust procedures are consistently applied across all field offices.

·       Leading cash flow planning and forecasting, consolidating and submitting South Sudan office-wide treasury forecasts to Regional Office.

·       Overseeing liquidity management, securing cash handling, cash counts and bank account controls including signatory management and segregation of duties.

·       Managing fund transfers, payment authorization in line with required authorization and segregation of roles, and adapting methods to local context and security constraints while ensuring timely and compliant disbursements.

·       Tracking receivables and payables, ensuring timely invoicing, follow-ups, and coordination with Global/Regional Office on complex transactions.

·       Proactively identifying treasury risks and implementing timely mitigation measures to ensure operational continuity.

**3: Financial Planning and Budgeting**

·       Making financial and budgetary information available to other departments to facilitate the establishment of the country financial plan.

·       Lead the development of  country financial plan and ensuring close monitoring of performance against approved plans.

·       Prepare the financial and budgetary sections of all donor proposals, including detailed budget narratives, cost allocation notes, and indirect cost calculations in compliance with donor requirements.

·       Working closely with other departments to ensure budgets reflect operational realities, identify and flag absorption risks and under delivery trends early.

·       Collecting data and writing the financial and budgetary section of all proposals and reports to funding bodies and financing plans.

·       Coordinating preparation of Budget Follow Up (BFU) reports across all active grants on a monthly basis, soliciting program teams feedback, reviewing variances and presenting findings at  BFU’s meeting with clear management recommendations.

·       Representing the country office externally on issues of finance and budget and developing a network for the exchange of information and good practice.

**4: Awards and Program Financial Management**

·       Providing strategic leadership on award financial management across the full project lifecycle from proposal budgeting and donor engagement through implementation, reporting and  closure.

·       Leading mission-level budgeting and forecasting processes, guiding program teams in the development of realistic, compliant, and well-costed project budgets.

·       Overseeing preparation, review, and approval of project budgets and financial proposals, ensuring accuracy, competitiveness, and alignment with donor expectations.

·       Supporting donor engagement and negotiations by providing high-quality financial analysis, documentation, and budget justifications.

·       Ensuring effective budget monitoring and control, preparing and setting up Budget Follow-Up (BFU) discussions, including regular analysis, forecasting, and communication of variances, risks, and required corrective actions to program and senior leadership.

·       Overseeing timely and accurate donor financial reporting, ensuring compliance with contractual formats, deadlines, and project audit requirements.

·       Leading coordination of project audits, verifications, assessments etc. and ensuring readiness, proper documentation, and timely resolution of audit queries and corrective actions.

·       Managing and Strengthening partner financial oversight, including risk assessment, sub-award financial monitoring via spot checks, capacity support, and review of partner financial reports.

·       Driving continuous improvement and innovation in award financial management, promoting efficient, transparent, and value-for-money practices across all programs.

**5: Risks, Internal Controls and Compliance**

·       Own the country office risk framework and internal control environment, leading the revision of finance policy documents, ensuring systems are in place to prevent, detect and respond to financial irregularities and fraud.

·       Overseeing compliance with South Sudan legal and statutory requirements, touching on Finance.

·       Leading the CO’s risk framework development and maintenance in line with ACF requirements and providing regular risk insights to senior leadership.

·       Managing internal and external audits end to end: preparation, response to audit queries, management letter responses, and implementation and tracking of corrective action plans.

·       Working closely with other units and functions to drive fraud prevention and promote a culture of accountability, transparency, and zero tolerance for misconduct.

·       Conducting regular field visits to sub-offices offices and partner locations to verify compliance with ACF’s financial requirements and provide on-site support and capacity strengthening.

·       Building and maintaining a live risk register, track key risk indicators, and reporting regularly to the Country Director and Senior Management Team.

·       Championing a culture of accountability, transparency, continuous improvement and zero tolerance for fraud and misconduct across the finance function.

**6: Team leadership and capacity building**

·       Directly supervise and develop the country office finance team, including the Deputy Head of Finance, Finance Managers and field finance officers across all locations.

·       Conducting regular performance reviews, providing structured coaching, and identifying and addressing competency gaps across the finance function.

·       Leading structured capacity-strengthening initiatives for national finance staff, with a focus on BFU management, donor compliance, accruals, and financial controls.

·       Ensuring technical consistency in financial management practices across all offices; provide clear standards and guidance.

III.                 **SUPERVISORY RESPONSIBILITIES**

·       The day-to-day management of the finance team - guidance, coaching, motivation, etc.

·       Evaluating performance, developing skills and instilling a culture of continuous improvement among team members.

·       Technical supervision of field Finance teams ensuring consistency in financial management practices, compliance with policies, and alignment with organizational standards.

**IV.      PHYSICAL DEMANDS**

·       To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations, which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

**V.         WORKING CONDITIONS, TRAVEL AND ENVIRONMENT**

·       The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases.

## Requirements

**I.           REQUIRED QUALIFICATIONS**

·       Master’s degree in finance, accounting or related field, (or equivalent).

·       A bachelor’s degree, exceptional experience will be considered.

·       Professional accounting qualifications: CPA, ACCA, CIMA or equivalent will be required.

**II.                  REQUIRED SKILLS AND EXPERIENCE**

·       At least 8 years’ work experience in senior finance management level,

·       INGO experience is advantageous

·       Knowledge of key institutional donors, including ECHO, USAID, SIDA, GAC, OCHA and others.

·       Excellent experience in proposal and report writing, donor rules and regulations, validation procedures, coordination of processes.

·       Proven ability to work independently under minimal guidance, pressure, and tight deadlines

·       Communication skills, and a diplomatic, but firm approach to obtain buy in and contributions from a range of staff involved in different aspects of the job.

·       Capacity building and facilitations skills.

·       Initiative and ability to work independently and propose solutions to diverse problems.

·       Experience of working within a team and team building.

·       Experience in living and working in insecure and volatile contexts and in shared accommodation is desired.

·       Proven ability to work in multi-donor short term contract situations and ability to effectively juggle priorities to meet the needs of the Country Office (CO).

·       Sound experience in finance, management skills and knowing different accounting software’s

·       High level of integrity, discipline and professionalism; ability to maintain confidentiality.

·       Good in both verbal and written English, knowledge of Arabic is an added advantage

·       Good computer skills including Microsoft Word and Excel.

·       Highly organized, motivated, capable to learn and develop.

·       Willing to travel frequently to the field

·       Ability to provide or recommend solutions to problems; show flexibility to assume additional responsibilities
