Co-Development Business Unit is hiring for Software Engineer

**What will you do?**

The Ministry of Finance is responsible for the Government Procurement (GP) policies, which govern how government agencies conduct their procurement. With evolving needs of our public officers and changing procurement landscape, MOF is embarking on the Whole of Government Procurement initiative.

GeBIZ X is the MOF product that would transform the procurement and business experience for WOG public officers and external suppliers.

We are seeking a dynamic Senior Software Engineer that delivers high-quality code while contributing to technical excellence and team success. He develops sustainable features, follows engineering best practices, and participates in technical decision-making. Key responsibilities include writing maintainable code, collaborating within cross-functional teams, engaging in code reviews, addressing technical debt, and continuously improving their technical skills while contributing to a positive team culture. This role encompasses the product development lifecycle and ensures alignment with product roadmaps to meet both functional and nonfunctional requirements, including resiliency, security, performance, maintainability and supportability.

-   Deliver moderately complex features spanning multiple services or integrations, with architectural considerations around modularity, scalability, and resiliency.
-   Evaluate solution options and share well-reasoned recommendations aligned with product needs and team goals.
-   Proactively reduce technical debt and contribute to long-term maintainability.
-   Contribute to reusable test automation frameworks and support the adoption of CI/CD, observability, and automation practices.
-   Build deep knowledge of your team's product architecture, dependencies, and data flows.
-   Author technical design documents with minimal guidance and conduct architecture reviews for junior engineers.
-   Lead incident triage and drive post-incident reviews with root cause analysis and preventive action proposals.
-   Ensure monitoring and alerting are in place for features you own.
-   Treat security, compliance, and performance as design constraints, not afterthoughts.
-   Write clear, unambiguous technical specifications that guide both AI-assisted delivery and junior engineers effectively.
-   Recognise and correct AI-generated code that introduces technical debt, antipatterns, or security risks before merging.
-   Take full ownership of broad, ambiguously-scoped projects and drive them to successful outcomes.
-   Take calculated risks, treating both successes and failures as opportunities for learning and growth.
-   Mentor and support junior team members through knowledge sharing, problem decomposition, and constructive feedback.
-   Actively raise team productivity and capability through hands-on guidance and support.

## Requirements

**What are we looking for?**

-   Bachelor's degree or Diploma in Computer Science, Computer or Electronics Engineering, Information Technology, or a related discipline.
-   Minimum 5 years of hands-on DevOps software engineering experience using Agile methodologies such as SCRUM.
-   Experience with Government Commercial Cloud (GCC), SHIP-HATS, and the SG Tech Stack (SGTS).
-   Strong proficiency in Java or Python, ReactJS, RESTful APIs, ETL/AWS Glue for data migration, and database.
-   Experience with modern full-stack technologies spanning SaaS, bespoke, and COTS solutions.
-   Proven track record delivering large-scale, high-availability solutions, preferably in the public sector.
-   Knowledge of data protection regulations and privacy considerations in the public sector.
-   Passionate about public good and engineering excellence, with a strong sense of craftsmanship.
-   Strong communication skills with the ability to articulate technical concepts clearly to stakeholders.
-   A collaborative team player who thrives in cross-functional environments.
-   Hands-on experience with Ivalua SaaS is highly advantageous.
