# Workforce Succession & HR Planning Consultant (Public Sector)

AlphaGov (Casa Moon LLC d/b/a AlphaGov) delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.

We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. We build ready teams for live pursuits - not speculative staffing banks.

This role is for public-sector workforce succession and HR planning consultants who can support active and upcoming state/agency WASP-type pursuits (for example NYS DOT Workforce and Succession Planning and similar state workforce planning engagements).

What you'll do:

\- Lead or support workforce and succession planning projects for state agencies and large public employers

\- Conduct workforce analytics, retirement/attrition risk assessment, competency/gap analysis, and succession pipelines

\- Facilitate leadership and HR stakeholder workshops; produce actionable succession and knowledge-transfer plans

\- Align recommendations to civil-service, bargaining, and public HR constraints

\- Contribute workforce succession content and past-performance narrative to AlphaGov proposals (when permissioned)

## Requirements

Required:

\- Hands-on public-sector workforce planning, succession planning, or strategic HR planning delivery

\- Ability to lead or support workforce analytics, gap analysis, and stakeholder facilitation

\- Comfortable as a 1099 / project-based collaborator with travel as needed for client on-sites

Nice to have:

\- Prior state DOT / transportation agency or large state-agency HR experience

\- Familiarity with NYS civil service / public workforce environments

\- SPHR, SHRM-SCP, or similar credentials
