## Description

**Job Title:** Fully responsible for client and project management — from award through closeout — for a portfolio of concurrent projects in AlUla (SAR 20–60M+ each) for government and giga-project clients, with a compact team but direct executive authority.

**Core Responsibilities**

-   Full delivery ownership: programme, cost, quality, HSE, and contractual compliance across the project portfolio
-   Horizontal coordination with all functions (commercial, procurement, finance, factory, design) to remove obstacles
-   Build PMO standards, tools, and governance, and transfer this knowledge into the company with direct executive backing from the CEO
-   Power BI reporting for full portfolio visibility, operating fully within Microsoft Dynamics 365 Business Central for budgets, billing, and cost control
-   Hands-on field presence, reinforcing delivery teams when needed
-   Cost reduction through value engineering, package restructuring, and subcontractor negotiation without compromising quality
-   Technical and contractual responses to Non-Conformance Reports (NCRs) and client correspondence to protect the company's position
-   Identifying and substantiating commercial entitlements (variations and claims) with strong documentation
-   Growing repeat business with government clients and giga-project owners
-   Managing project cash flow: forward projections, invoice certification follow-up, and collection with the client's finance departments

**Standard Professional Responsibilities**

-   Integrated project management per PMI/PMBOK methodology (scope, schedule, cost, quality, resources, communications, risk, procurement, stakeholders)
-   Baseline schedules (Primavera P6 or equivalent) with earned value, progress measurement, and critical path management
-   Structured risk management: live risk registers and mitigation plans
-   Disciplined contract administration: notices, records, and compliance with contractual time-bars
-   Monthly project reviews with KPI dashboards, escalating deviations early with recovery plans
-   Team development: performance evaluation, training, and succession planning
-   Proper project closeout: lessons learned, final accounts, warranties, and documented handover
-   Managing interfaces with government authorities, service providers, and local permits

## Requirements

### What You Bring

-   **10+ years** of experience in construction/fit-out project management, with **at least 5 years in Saudi Arabia**; giga-project or government client experience strongly preferred
-   Proven track record of **delivering a multi-project (portfolio) of concurrent projects** under lump-sum contracts, with tight variation and claims management
-   **Strong contractual literacy** (FIDIC or bespoke government forms); confident in drafting formal correspondence and NCR responses
-   Working command of **Power BI** and ERP-based project controls (Microsoft Dynamics 365 / Business Central or similar)
-   Experience in **PMO setup or transformation**; engineering or architecture degree; PMP or equivalent preferred
-   Willingness to be **based in AlUla for extended periods**, with regular coordination in Riyadh
-   **Bilingual Arabic/English** (written and spoken) — strongly preferred
