**Position:** Senior Performance Evaluation Specialist

**Department:** Human Resources

**Sub-Department:** Organization Development

**Reporting to:** Organization Development Manager

**Coordination:** HR Business Partners, Talent Acquisition, HR Operations, Department Heads, Line Managers, Finance, External Training Providers, and System Vendors

**Role Purpose**

Lead the execution and continuous improvement of the organization's performance management and learning & development programs by managing performance cycles, coordinating training initiatives, analyzing organizational capability needs, and providing data-driven insights that enhance employee performance, organizational effectiveness, and business outcomes. The role supports the Organization Development Manager in implementing OD initiatives while ensuring compliance with company policies and best practices.

**Performance Management (35%)**

-   Lead the end-to-end execution of the organization's performance management cycle, including goal setting, mid-year reviews, annual evaluations, and performance calibration activities.
-   Monitor the quality and completion of performance evaluations across all business functions and ensure compliance with established timelines.
-   Support managers in setting measurable objectives, KPIs, and performance expectations aligned with business priorities.
-   Analyze performance outcomes, identify organizational trends, and provide recommendations for performance improvement initiatives.
-   Coordinate and monitor Performance Improvement Plans (PIPs) and provide guidance to managers on performance-related matters.
-   Maintain performance management records, reports, and system data to ensure accuracy and confidentiality.

**Learning & Development (25%)**

-   Conduct Training Needs Analysis (TNA) in collaboration with business leaders and HR Business Partners.
-   Develop, coordinate, and monitor the annual learning and development plan based on organizational priorities.
-   Coordinate internal and external training programs, workshops, and professional development initiatives.
-   Evaluate training effectiveness using appropriate assessment methodologies and recommend continuous improvements.
-   Maintain employee learning records, training attendance, certifications, and development history.
-   Build and maintain relationships with external training providers and learning partners.

**Organization Development Support (15%)**

-   Support the implementation of organization development initiatives, including competency development, employee capability enhancement, and organizational effectiveness programs.
-   Assist in reviewing job descriptions, competency frameworks, and career development initiatives as assigned.
-   Participate in organizational development projects aimed at improving employee performance and operational effectiveness.
-   Support change management and employee engagement initiatives related to organizational development programs.

**HR Analytics & Reporting (15%)**

-   Develop and maintain performance and learning dashboards using HR data and business intelligence tools.
-   Analyze HR metrics related to performance, learning, and organizational capability, providing actionable insights to management.
-   Prepare executive reports and presentations for HR leadership.
-   Monitor key performance indicators related to training effectiveness, performance completion rates, and organizational development initiatives.

**Governance & Continuous Improvement (10%)**

-   Ensure compliance with performance management and learning policies, procedures, and regulatory requirements.
-   Review and recommend improvements to performance and learning processes, systems, and documentation.
-   Support HR system enhancements related to performance management and learning management modules.
-   Stay updated on emerging trends, best practices, and technologies in performance management, learning, and organization development.

## Requirements

**Necessary Knowledge and Experience**

-   4+ years of progressive experience in Organization Development, Performance Management, Learning & Development, or a related HR function.
-   Proven experience managing end-to-end performance management cycles within medium or large organizations is considered an advantage.
-   Strong knowledge of performance management methodologies, KPI development, competency frameworks, and employee development practices.
-   Experience conducting Training Needs Analysis (TNA), coordinating learning initiatives, and evaluating training effectiveness.
-   Experience using HRIS, Performance Management Systems, and Microsoft Excel for reporting and analysis, with familiarity with Learning Management Systems (LMS) considered an advantage.
-   Experience facilitating sessions and presenting to business stakeholders is considered an advantage.
-   Strong continuous improvement capabilities in HR, performance management, or learning processes.
-   Eligible to work in Saudi Arabia.

**Education and Certification**

-   Bachelor's degree in Human Resources, Business Administration, Organizational Development, Psychology, Industrial Engineering, or a related field is preferred.
-   Professional certifications such as CIPD, SHRM, ATD, CPTD, or other recognized certifications in Performance Management, Learning & Development, or Organization Development are considered an advantage.
