**About the role**

The Project Manager is responsible for the overall planning, co-ordination, and delivery of the Project (LUPUS) in Haiti, ensuring that objectives are achieved on time, within scope, and within budget. The role involves leading cross-functional teams, managing stakeholders (including local partners, donors, and representatives), and ensuring alignment with ARK’s organisational goals and providing coherence for Project needs.   

**What you'll be doing**

-   **Strategic Oversight and Direction:** Provide leadership and strategic guidance for Haiti Project, ensuring alignment with organisational objectives and long-term impact goals, reporting into the ARK Operations Director and updating the ARK CEO on a weekly basis.  Regular engagement with the Project Donor and Stakeholders, set priorities, guide decision-making, and adapt strategy in response to evolving Project needs and local Security situation in Haiti.  Provide mentoring support, as required, to the Haitian National Police (HNP) Polygraph Unit. 
-   **Financial Management and Oversight:**  Supported by the ARK Finance and ARK Operations Support departments, monitor the project’s financial performance, including tracking the glidepath, expenditure against budget, and ensuring cost efficiency with Finance colleagues. Act as the primary point of contact for the Finance Department, supporting forecasting, reporting, and financial compliance. 
-   **Donor, Partner and Stakeholder Engagement Lead and focal point for all Project external communications:**  Develop and maintain close relationship with the Project Donor, the Canadian Government’s “Global Affairs Canada (GAC)”.  Develop and maintain relationships with Project Stakeholders, including, but not limited to; HNP, Royal Canadian Mounted Police (RCMP) and United Nations Office for Project Services (UNOPS).  Be prepared to conduct further engagement as required during Project Lifecycle.  Provide regular updates, manage expectations, and ensure transparency and accountability in all engagements.    
-   **Security:** Monitor the Security situation in Haiti, particularly focussing on Port-au-Prince, and utilise local partners and Stakeholder knowledge to enhance situational understanding.  Ensure that all Project activities adhere to Project Risk Management Plan and that Security threats are understood, avoided, or mitigated, where possible.   
-   **Managing Project Deliverables:** Oversee the planning, execution, and timely delivery of all project outputs. Ensure deliverables meet agreed standards, milestones are achieved, and any risks or delays are proactively addressed and mitigated. 
-   **Lead Weekly and Internal Meetings:** Chair weekly Project meetings and other internal sessions, setting agendas, facilitating discussions, and ensuring clear actions and follow-ups. Promote effective communication and alignment across all team members. 
-   **Resource Allocation and Team Co-ordination:** Lead for co-ordinating Project resources, including personnel and materials, to ensure efficient and effective delivery. Support team members, clarify roles and responsibilities, and foster collaboration across functions and locations.  Act as focal point to manage and support Project Construction company and Polygraph SME training delivery team. 
-   **On-Site Visits and In-Country Engagement:** Conduct regular visits to Project locations at HQ Director-General HNP, and the current Polygraph Unit location in Port-au-Prince, to monitor progress, assess and mitigate risk and challenges, and ensure quality of implementation. Build and maintain strong relationships with in-country staff, local partners, and community stakeholders. 
-   **Reporting and Documentation:** Prepare and deliver high-quality weekly, quarterly, and ad hoc Project reports. Ensure accurate documentation of progress, risks, financials, and impact, tailored to both internal and external audiences.  Produce and deliver Project weekly Meeting written summary of points and action plan.  Act as Secretariat for GAC chaired Project Monthly Polygraph co-ordination Meeting, and produce and deliver summary of points and action plan. 
-   **Approvals:** Where appropriate, and agreed with ARK HQ, sign off consultants’ invoices, L&P approvals and other associated documentation. 
-   **Business Development Support:** Contribute to business development activities, including proposal preparation, documentation, and coordination of inputs. Support the identification of new opportunities and strengthening of donor relationships. 
-   **Safeguarding:** Be aware of and compliant with all the standards following Safeguarding procedures and policies. Promote ARK’s speak up culture in order to protect the welfare of children, young people and vulnerable adults.

## Requirements

**Qualifications and experience** 

-   Minimum 10 years of professional experience in project and programme management.
-   Background in Law Enforcement or security operations.

**Essential**

-   Proven experience supporting either US or Canadian Government donor-funded police capacity building projects.
-   Strong understanding of conflict sensitivity and safeguarding.
-   Excellent analytical and problem-solving skills.
-   Proven ability to work independently and objectively.
-   Strong communication skills – verbal and written. Full fluency in English.  
-   Familiarity with security procedures when operating in a high-risk, complex threat environment.
-   Excellent interpersonal and cross-cultural communication skills.
-   Proven integrity, discretion, and ability to manage sensitive information.
-   Proficiency in Microsoft Office Suite.
-   Knowledge of donor regulations (e.g., GAC, US, UN).
-   Strong skills in budget monitoring, reporting, and compliance.
-   Ability to deploy to Haiti for extended periods of time on a rotational basis.

**Desirable**

-   Minimum 5 years experience of working in Law Enforcement Polygraphy. 
-   Experience of Mentoring and advising Police Leadership on Polygraph Unit capabilities. 
-   Awareness of Basic Polygraph Examiners Courses and content. 
-   Basic Level/Professional Level standard in spoken French.
