BB&E is an employee-owned, full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.  

 Position Summary   

BB&E is currently seeking a **Mechanical Engineer** to support our **NAVFAC Mid-Atlantic program at Naval Station Norfolk, VA**, with a focus on **Public Works Department (PWD) Core Utilities**.

Job Duties & Responsibilities   

**Typical projects include:**  
Mechanical engineering support for federal facilities and infrastructure, including **HVAC, plumbing, and building mechanical systems**, as well as **central utility plants and base-wide distribution systems** such as **chilled water, steam, hot water, and natural gas**.

Projects may also involve **energy efficiency and sustainability initiatives**, **instrumentation and control systems**, and the development of **piping and instrumentation diagrams (P&IDs)**. Work supports a wide range of government facilities, including **administrative buildings, hospitals, housing, training facilities, laboratories, waterfront structures, and utility plants**.

## Requirements

Key Qualifications   

-   Provide mechanical engineering design and analysis for **HVAC, plumbing, and building mechanical systems** supporting federal facilities
-   Support design and evaluation of **central utility plants (CUPs)** and **utility distribution systems**, including **steam, chilled water, hot water, compressed air, and natural gas systems**
-   Prepare and review **engineering drawings, specifications, calculations, and technical reports** in accordance with NAVFAC standards
-   Apply **Unified Facilities Criteria (UFC)**, NAVFAC design guidance, and applicable industry codes and standards
-   Coordinate with **multi-disciplinary teams** (civil, structural, electrical, architectural) to support integrated project delivery
-   Review contractor submittals, RFIs, and design packages for technical compliance
-   Support construction activities, including **site visits, inspections, and field investigations**, as needed
-   Ensure compliance with **federal, state, and local codes and regulations**, as well as DoD-specific requirements

Experience & Education   

-   **Bachelor’s degree in Mechanical Engineering from an ABET-accredited program (required)**
-   **Minimum of 5 years of experience** in mechanical engineering design for **facilities (new construction and renovation)**
-   Experience applying **Unified Facilities Criteria (UFC)** is highly preferred
-   Experience supporting **NAVFAC, USACE, or other DoD agencies** is strongly preferred
-   Experience with **central utility plants and utility distribution systems** is highly desired
-   Professional Engineer (PE) license is preferred, or ability to obtain licensure
-   Proficiency with **Autodesk software and Microsoft Office**; experience with mechanical design and analysis tools is preferred
-   Strong understanding of applicable codes and standards, including **ASHRAE, ASME, NFPA, IMC, IPC**, and related guidance
-   Ability to communicate technical concepts effectively, both written and verbal

### **Additional Requirements**

-   **U.S. Citizenship is required** to obtain and maintain a Common Access Card (CAC) for access to federal facilities
-   Ability to work **on-site at Naval Station Norfolk** with limited remote flexibility
-   Ability to conduct site visits and field work as required

Physical Requirements and Work Environment 

-   Physical Requirements: Must have the ability to: stand/walk/kneel/crouch and to remain in a stationary position at least 60% of the time; operate office equipment, including computer, copy machine, phone, etc.; use hands to finger, handle or feel objects or controls; reach with hands and arms; lift up to 25 lbs.; speak clearly so listeners can understand; understand the speech of another person; talk or hear both in person and by telephone; see details of objects that are more than a few feet away
-   Work Environment: Must be comfortable working both indoors and outdoors, with exposure to varying weather conditions; occasionally required to navigate rough terrain, work in confined spaces, and operate at heights
-   PPE & Safety: Required to wear personal protective equipment (PPE) as necessary; may encounter hazards or contaminants during work tasks
