## Description

BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

**Position Summary**

BB&E is currently looking for a **Contracts Administrator** to support the Spaceport of the Future program onsite at Cape Canaveral Space Force Station (CCSFS) at Kennedy Space Center, and Patrick SFB, but work may include some annex locations located within the State of Florida.

### Job Duties & Responsibilities

-   Assist with planning of the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities
-   Analyze difficult contracting issues; recommend courses of action for long-term contract performance or short-term contracts with extremely stringent timeframes
-   Provide advice and assistance during the development of the performance work statement/statement of work or data requirements
-   Assist the government during the acquisition planning phase to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions, as applicable
-   Assist with the procurement of complex and/or diversified services, commodities, and/or construction
-   Review proposals and make recommendations on the acceptability of offers based on an analysis of financial and technical information gained
-   Assist with the execution of post-award contract management actions
-   Analyze and provide recommendations on a variety of unusual conditions, questions, or issues including complex contract administration problems and identify alternative courses of action
-   Assist the government with preparing contract modifications including those caused by changes in technical requirements, in quantities, ordering unpriced options, and similar issues

## Requirements

### Key Qualifications

-   **U.S. Citizenship and the ability to obtain/maintain a NACI/CAC** is **required**
-   Ability to successfully pass a **federal agency background check** **is required**
-   Requires professional knowledge of a wide range of federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex contracts for unique services, commodities, and/or construction
-   Requires knowledge of the business environment (e.g. economic trends, awareness of commercial/business practices, standards, mergers, and acquisitions, etc.) to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research
-   Requires knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems
-   Experience with ConWrite, MOCAS, and/or CONIT is **required**
-   Strong written and oral communication skills and proficiency with MS Office applications (Word and Excel) are **required**
-   Requires knowledge of Federal contracting principles, laws, and statues applicable to pre-award and post-award actions, contract negotiation, administration, policies and procedure, price and cost analysis sufficient to review cost proposals, confer with technical evaluators and determine a negotiation position
-   **Strong Communication Skills:** Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.
-   **Software:** Proficiency using MS Office software including Excel, Word, and PowerPoint is **required.**
-   **Self-Starter:** Highly motivated, with the ability to solve problems and function as a member of a team

### Experience & Education

-   **Experience:** A minimum of 4 years of related experience with DoD or other related government agency.
-   **Education:** A minimum of a High School Diploma
