# Senior Technical Program Manager, Engineering Programs

> COSMO · Toronto, Canada (Hybrid) · Full-time · Posted 2026-11-05

**Salary:** CAD 135,000–150,000

**Workplace:** hybrid

**Department:** Delivery

## Description

The role

You'll own the health of how Product Development works at Cosmo. That means designing our operating rhythm, running cross-layer programs from hardware through software, leading the change it takes for new practices to stick, and giving leadership a clear, trusted read on delivery and release health. You'll partner closely with a Release Manager, who runs the release system day to day.

**This job is fully remote work on a weekly basis. There are 1-2 day in-person meet-ups with the team approximately every 2 months. We want someone located in the Toronto area, but is willing to work remotely.**

What you'll do

- Own engineering program health across hardware, firmware, app and cloud, and report out on delivery and release health to leadership.
- Build and own the timelines for software and firmware deliverables on new product introductions (NPI), mapping them to hardware milestones and manufacturing builds so nothing gates a launch.
- Design, document and roll out our agile operating rhythm: sprint planning, standups, reviews, retros and backlog refinement, with clear definitions of ready and done.
- Lead change management for every new practice. Build the plan, bring teams along, train them, measure adoption and follow through until it sticks.
- Run weekly delivery checkpoints, quarterly planning and capacity planning in Jellyfish.
- Own Jira project and board structure, JPD and our tooling integrations.
- Own the cross-functional launch plan for new devices and major features.
- Coordinate with our offshore engineering teams across time zones.
- Catch the misses. Track risks, issues and dependencies across programs, escalate early, and drive them to resolution.

What success looks like

- In 30 days, you've mapped how work really moves today and agreed the operating model gaps with leadership.
- By 90 days, a documented sprint playbook is live with at least two teams, and leadership gets a regular delivery and release health report.
- By six months, teams follow a shared operating rhythm, NPI timelines are tracked against hardware gates, and adoption of new practices is measured.

## Requirements

What you bring

- 6+ years in technical program management or delivery management, ideally at a small or fast-moving product company. Wearables or connected devices strongly preferred.
- Experience running programs that span hardware, firmware and software, where milestones have to line up.
- Strong working knowledge of SDLC workflows in Jira and Git. You don't need to write code, but engineers trust your read on technical risk.
- Deep experience running Scrum/Kanban or similar practices across multiple teams, and coaching teams through them.
- A track record of leading change: you've rolled out a new process, measured whether people adopted it, and adjusted when they didn't.
- Experience building delivery and program health metrics that leadership actually uses.
- Experience working with distributed or offshore engineering teams.

Nice to have

- Experience with hardware lifecycle gates (EVT, DVT, PVT) and contract manufacturer builds.
- Experience administering Jira, JPD or Jellyfish.
