## Description

Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets.

At the current phase, the Contracts & Procurement (C&P) Department is responsible for the full spectrum of C&P activities related to (i) the full close-out of Project execution contracts, and (ii) the establishment and administration of all contracts supporting Operations and Corporate activities.

The role requires interaction with a broad range of internal and external stakeholders within a stringent regulatory environment and across multiple contract types in both Tanzania and Uganda.

The Job Holder is accountable for the end-to-end contractual and commercial management of assigned contracts, ensuring timely and efficient execution, full compliance with applicable legal and regulatory requirements and company procedures, and the reliability and traceability of all associated reporting and documentation.

**Principle Responsibilities** 

-   Apply Company C&P procedures consistently across the full contract lifecycle, from tendering to contract close out, under the supervision of the Contracts Lead.
-   Support the preparation, coordination, and administration of Call for Tenders (CFT), including Expressions of Interest (EOIs), tender documentation, and publication processes,
-   Liaise with technical duets and specialized entities such as Legal, Insurance, Finance, Tax departments to ensure accurate contractual documents are prepared, request C&P senior personnel if needed.
-   Ensure proper organization and traceability of tender processes, including bid receipt, opening sessions, and associated documentation.
-   Contribute to supplier prequalification and due diligence processes, including analysis of submissions and coordination with Compliance and Local Content teams.
-   Participate in the commercial and contractual evaluation of bids and contribute to the preparation of recommendations to award.
-   Support and participate in contractual and commercial negotiations, within the defined Delegation of Authority and under senior supervision.
-   Administer assigned contracts on a day to day basis, ensuring proper implementation of contractual obligations and alignment with company objectives.
-   Monitor contractor performance, deliverables, and key contractual milestones, ensuring timely identification of deviations. Organize Annual performance meeting with Contractors and Suppliers or Performance evaluation reports, as required.
-   Review contractor documentation (e.g. bonds, guarantees, insurance certificates, invoices, subcontracting arrangements) to ensure contractual compliance and adequacy.
-   Ensure contracts are properly registered and maintained within Company systems (e.g. WORKDAY, etc…).
-   Prepare and manage contractual correspondence with contractors and stakeholders in a clear and structured manner.
-   Participate in periodic meetings with contractors and support follow up of contractual and commercial actions.
-   Assist in the management of contract variations, change orders, and claims, including preparation of supporting contractual and commercial documentation.
-   Support the identification, assessment, and escalation of contractual and commercial risks to senior C&P personnel.
-   Contribute to the timely and structured close out of contracts, including verification of deliverables, settlement of final accounts, and resolution of outstanding claims.
-   Ensure completeness, accuracy, and proper archiving of contractual records and documentation (electronic and physical) in line with Company requirements.
-   Support the establishment and administration of operational and corporate contracts (e.g. services, framework agreements) to ensure continuity between project and operations phases.
-   Contribute to the preparation and follow up of procurement plans and contract management activities for the operational phase.
-   Ensure all activities are performed in full compliance with applicable laws and regulations, Company procedures, and the Delegation of Authority.
-   Maintain accurate, auditable, and up to date contract records, and contribute to C&P reporting, controls, and audit requirements.
-   Apply and promote adherence to the Company’s Code of Conduct, and maintain professional and constructive relationships with contractors, suppliers, and internal stakeholders.

• Monitoring of contractor performance, with timely escalation of issues and risks.

• Controlled management of contract changes, claims and risks.

• Timely and structured contract close-out, including final accounts and documentation.

• Accuracy and auditability of all contract records and reporting

• Contract changes, claims, and risks are properly documented and supported, contributing to controlled and defensible outcomes.

• Support operational contracting and smooth transition to operations.

• Compliance with laws, procedures, and ethical and H3SE standards.

## Requirements

-   Degree qualified in a relevant field, ideally with a post-graduate qualification in another discipline

-   Min 5 years’ experience, preferably in the Oil & Gas industry or equivalent complex industry.
-   Broad Contracts and Procurement experience (both commercial and contractual), working for complex industrial projects or operations, and comprehensive knowledge of C&P processes.
-   Ability to work on multiple dossiers and to sustain pressure, within a multi-disciplinary & multi-cultural team in a multi-cultural business environment.
-   Fluent in English (written and spoken)
