## Description

The Office of Policy, Planning, and Resources for Public Diplomacy, Outreach and Communications Unit (OCOM), requires a Senior Manager, Outreach and Partnerships to develop and execute external and internal partnerships and convenings that elevate American public diplomacy in U.S. national security and foreign policy discussion and policymaking; demonstrate the expertise and innovation of PD and PD practitioners; and strengthen PD practitioners’ knowledge and expand their networks.

Duties:

**Outreach and Partnership Building:**

-   Leads PD outreach to academic, think tank, non-profit, and private sectors.
-   Conceives, proposes, shapes, and executes initiatives to showcase U.S. public diplomacy and PD practitioners for key audiences, including but not limited to events and convenings and editorial or content partnerships.
-   Identifies new organizations with the potential for high-impact collaborations with the Department and develops relationships and proposes initiatives accordingly.

**PD Practitioner Placement and Communications:**

-   Leads the placement of PD practitioners in external events and convenings.
-   Maintains R/PPR’s roster of PD practitioners who can represent the Department externally, and pitches them for external engagements.
-   Reviews PD-related speaking requests on behalf of the Under Secretary.
-   Contributes to and drafts communications for practitioners and internal audiences as appropriate.

**Senior Leadership Support:**

-   Supports the Under Secretary in her or his internal and external engagements, including preparing remarks, talking points, and scenario documents and participating in pre-briefs and other preparatory meetings.

**Media Monitoring:**

-   Tracks emerging debates and discussions in U.S. foreign policy and national security with the potential to impact or be shaped by public diplomacy and PD practitioners.
-   Oversees media monitoring, generating reports, and flagging items for broader awareness as appropriate.

**External Representation:**

-   Represents the Department externally as appropriate at events and conferences and internally in discussions and policymaking processes.
-   Cultivates and maintains working relationships with external partners including think tanks, academic institutions, non-profit and private sector institutions, and select press and media.
-   Cultivates and maintains working relationships internally including across the R Family Bureaus, regional and functional bureaus Public Diplomacy experts, and PD practitioners at Posts worldwide.

## Requirements

-   An undergraduate or graduate level education in a social science discipline or related field (e.g., communications, organizational leadership, psychology, etc.);
-   At least 5 years of experience designing high-profile events and convenings for major government, foundation, and/or non-profit partners;
-   Proficiency in the use of digital convening and event platforms;
-   High level of proficiency in written and oral communications;
-   Excellent analytical and problem-solving skills;
-   Excellent time management skills;
-   Prior experience working with the Department of State in a foreign or civil service role is a plus, but not required
-   Ability to obtain and maintain a SECRET security clearance and DoS badge
