**Special Terms and Conditions:** The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site.

**1\. INTRODUCTION**

NATO is undergoing a transformative adaptation to accelerate its digital transformation and cybersecurity posture, aligned with the Digital Transformation Implementation Strategy (DTIS). These efforts are led by the NATO Assistant Secretary General for Cyber and Digital Transformation, who oversees coherence across the NATO Enterprise ICT capabilities and services while serving as the single point of authority for cybersecurity. The Cyber and Digital Transformation Division (CDT) is tasked with executing and enforcing Enterprise-wide coherence, ensuring alignment across NATO’s initiatives, overseeing implementation and impact, and advancing work to meet NATO’s strategic objectives outlined in NATO 2030.

The position is currently within Capability Coherence Section.

The ACPV (Asset, Configuration, Patching, and Vulnerability) Initiative is a foundational cybersecurity project aimed at strengthening situational awareness, compliance, incident response capabilities, and vulnerability management across NATO. This initiative is also one of NATO’s largest data-centric programs, creating a strategic framework to feed future innovations such as cybersecurity scorecards, data exploitation platforms, governance systems, and other Enterprise tools. CDT is committed to executing this program within an evolving digital environment while fostering coherence across its people, processes, and technologies.

**2\. TASKS**

The contractor will report to the ACPV Capability Lead under the Capability Coherence Section.

The contractor will provide expertise and deliver services to ensure effective management of the ACPV initiative with minimal supervision, emphasizing coherence across NATO’s digital transformation efforts while maintaining a focus on strategic communications, stakeholder alignment, and future planning:

2.1 Provide analysis and recommendations to align ACPV’s objectives, outputs, and deliverables with NATO’s Digital Transformation Implementation Strategy, supporting NATO’s broader priorities for cybersecurity, situational awareness, compliance, and operational readiness.

Measurements:

-   Delivery of strategic analyses and evidence-based recommendations that clarify ACPV's alignment with DTIS and Lines of Effort, supported by stakeholder feedback and documented action items.
-   Periodic progress reports that evaluate ACPV’s contributions to NATO’s strategic deliverables and cybersecurity objectives.
-   Regular briefings and input to governance bodies, ensuring ACPV’s outputs align with NATO’s operational and strategic frameworks.

2.2 Collaborate and engage with NATO leadership, Nations, user communities, and external partners to ensure unified messaging, clear communication, and sustained stakeholder alignment around ACPV’s objectives, timelines, and benefits.

Measurements:

-   Successful establishment of a robust stakeholder management plan, with periodic feedback from NATO nations, leaders, and relevant governance entities.
-   Regular assessment of stakeholder engagement effectiveness through documented improvement in cross-entity collaboration and qualitative feedback from stakeholders.
-   Development and execution of comprehensive communication plans tailored to the broader NATO Enterprise and individual user communities, including relevant updates on ACPV’s progress, challenges, and contributions.
-   Reports regularly to the ACPV Capability Lead within the Capability Coherence Section.

2.3 Establish and oversee program governance mechanisms to ensure accountability within NATO entities and external stakeholders, actively manage interdependencies, and prioritize risks across ACPV’s lifecycle while maintaining coherence across the Enterprise.

Measurements:

-   Development and periodic updates of dependency maps, risk tracking matrices, and result-based benefit realization frameworks.
-   Consistent use of governance tools such as project roadmaps, risk logs, and monitoring dashboards to ensure efficient stakeholder coordination and reporting.

2.4 Design and implement frameworks and strategies to plan for ACPV’s future evolution within NATO’s digital transformation, integrating innovative tools, practices, and long-term enterprise cybersecurity objectives into its roadmap.

Measurements:

-   Development of an ACPV future roadmap documented with forward-looking initiatives supporting NATO’s broader digital transformation through 2030.
-   Exploration and incorporation of forward-thinking innovations such as AI-based cybersecurity tools, data exploitation capabilities, ICT compliance frameworks, and platform scalability.
-   Regular coordination with NATO digital transformation governing entities to ensure ACPV sustainability aligns with NATO-wide objectives, with outcomes demonstrated in routine governance reviews.

**4\. LOCATION OF DUTY**

The work will be executed primarily on site at the NATO HQ offices in Brussels, Belgium. Frequent travels or short deployments to NATO Command Structure bodies and NATO entities would be required. Travel to Shape will not be reimbursed. Due to the nature of the work, minimal teleworking can be foreseen.

**5\. TIMELINES**

The services of the contractor are required for the period starting 1st July 2026 until 31th December, 2026.

Possible extension of contract in 2026 and 2027. Future contract extensions are subject to performance of the contractor, budget availability and related NATO regulations.

**6\. SPECIFIC WORKING CONDITIONS**

Secure environment with standard working hours. Occasional non-standard hours may be required in support of urgent tasks.

**7\. TRAVEL**

Frequent business travel may be required. Travel expenses will be reimbursed to the individual directly (in addition to the hourly rate) under NATO rules. Travel to Shape will not be reimbursed

The contractor must be in possession or capable of possessing a security clearance of NATO COSMIC TOP SECRET.

A signed Non-Disclosure Agreement will be required.

**3\. PROFILE**

-   At least 10 years of experience in ICT and digital-policy-related industries, including extensive experience managing complex initiatives within multinational and governmental contexts.
-   Experience across different domains, functions, and C-suite level stakeholders.
-   Extensive team management experience with a high level of autonomy.
-   Asset, configuration, patching and vulnerability management awareness and experience.
-   Understanding of the digital domain.
-   Expertise in strategic communications and stakeholder engagement, especially with public and private partners across multinational environments.
-   Experience managing high-visibility programs with significant budgets (€50M+).
-   Experience working with NATO governance bodies, military commands, and enterprise entities.
-   Deep familiarity with NCIA processes, structures, and ways of working.
-   Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
