**1\. INTRODUCTION**

1.1. The Cyber and Digital Transformation (CDT) Division advances the Alliance’s agenda on cyber defence and digital transformation, and is developing and coordinating the Alliance’s efforts on countering hybrid threats. The CDT also promotes coherence for Information and Communications Technology (ICT) and cyber security efforts across the NATO Enterprise’s civil and military bodies, ensuring that policies, processes and capabilities are interoperable and aligned with the Alliance’s strategic objectives.

1.2. The Digital Plans and Capabilities Section (DPCAP), within its responsibilities of the Common Funded Capability Development Governance Model (CFCDGM) and the NATO Defence Planning Process (NDPP), drives Capability Development (CapDev) across the Enterprise and Allied ICT and Cyber capabilities. DPCAP provides senior NATO leadership with a consolidated view of digital and cyber capability development, enabling evidence-based prioritization, informed decision-making, and accelerated coherent implementation in support of NATO’s missions and the Alliance’s overall (Digital) Transformation.

1.3. CapDev is a major, resource intensive, activity of DPCAP. The respective workload has increased significantly with the re-distribution of responsibilities whereby CDT now has the lead in the IMS contribution to Joint Staff Advices for CIS intensive CPPs, the various NATO-2030 related CPPs that will be submitted in the course of 2026. The main activities are:

-   The development and support the development of CFCDGM-deliverables such as Joint Staff Assessments, MC endorsements;
-   Providing advice to CDT Senior Leadership on their engagements in Common Funded CapDev engagements (CMA, SPG, SEG etc.);
-   Advise on and support the development of Common Funded CapDev initiatives aiming to streamline and accelerate CapDev delivery (e.g. amended/new procedures (e.g. fast track), CapDev-as-a-Service, CISDAP);
-   Supporting (De-)Prioritization and related efforts such as the CPP review;
-   Monitoring Implementation progress.

**2\. TASKS**

2.1. The contractor will be responsible for CDT Division focuses on driving effective planning, prioritization, and execution of Enterprise-wide projects while ensuring stakeholder coherence and collaboration.

2.2. Key responsibilities include:

-   collecting and analysing data on CIS and Cybersecurity projects delivered by NCIA to support advising and (data-driven) decision making by CDT Senior Leadership;
-   maintaining a prioritized project list, and contributing expertise during prioritization exercises and monitoring progress;
-   actively supporting workshops and coordination meetings as part of the Enterprise Sizing effort;
-   developing a database for sizing requirements, and facilitating the completion of new products and processes.

2.3. The role involves providing training and guidance to enhance project planning, risk management, and reporting, while promoting adherence to best practices and standardized methodologies. This position is essential for enabling the CDT Division to deliver high-quality capabilities aligned with organizational goals.

2.4. The contracted individual must be able to perform effectively and efficiently with minimal supervision the following tasks:

-   Close liaison with ACT, capability monitors, program directors, ACO and NCIA to support enterprise coherence and cybersecurity within ICT prioritization and sequencing activities. Prioritization, dependency management, and sequencing are emphasized to optimize the execution of initiatives and ensure strategic alignment and success
-   Systematically de-conflict and de-risk initiatives across multiple delivery streams and governance structures, integrating executive portfolio governance into the SEG to guide strategic prioritization, risk tolerance, and resource allocation.
-   Supporting the SPG, the plan contributes the Enterprise perspective to Capability Delivery Action Plans at the WG level and serves as the CDT focal point for the WG1/SPG secretariat.
-   Support mapping coherence across all Alliance and NATO Enterprise CIS and Cybersecurity CPPs, programs, and projects, developing an operating model for PfM across Enterprise stakeholders to enhance visibility, control, and coordination.
-   Perform regular assessments of the NATO Enterprise ICT portfolio, identifying interdependencies, risks, and opportunities for improvement.
-   Assess the qualitative data for NATO Enterprise – Enterprise Sizing (as specified in Annex C from SOR/MER 23) and updating the NATO Enterprise List of Entities and Points of Presence.
-   Leverage advanced experience and knowledge of MS365 tools to enhance business as usual activities.
-   Act as a conduit to drive and support coherence among Enterprise stakeholders in order to facilitate coordination and completion of new products and ways of working.

**4\. LOCATION OF DUTY**

The work will be executed on site at the NATO HQ offices in Brussels, Belgium.

Due to the nature of the work, minimal teleworking can be foreseen.

**5\. TIMELINES**

The services of the contractor are required for the period starting as soon as possible until 31 December 2026.

Future contract extensions are subject to performance of the contractor and related NATO regulations.

OPTIONS to extend:

Option 1: 01 January 2027 – 31 December 2027

Option 2: 01 January 2028 – 31 December 2028

**6\. SPECIFIC WORKING CONDITIONS**

Secure environment with standard working hours. Occasional non-standard hours may be required, in support of CDT urgent tasks.

**7\. TRAVEL**

Frequent travels or short deployments to NATO Command Structure bodies would be required.

Travel expenses will be reimbursed to the individual directly (in addition to the hourly rate) under NATO rules. Travel to SHAPE will not be reimbursed.

**8\. SECURITY AND NON-DISCLOSURE AGREEMENT**

The contractor must be in possession or capable of possessing a security clearance of NATO COSMIC TOP SECRET.

A signed Non-Disclosure Agreement will be required.

## Requirements

**3\. PROFILE**

The contracted individual requires to have:

-   Over 10 years of experience in project, program, or portfolio management within the ICT industries.
-   Proven working experience from multi-cultural, large international organization (e.g. NATO, EU, etc.) – minimum 2 years.
-   Experience across different domains and C-suite level stakeholders.
-   Extensive team management experience and deep understanding of the digital transformation processes.
-   Possessing recognised formal Project Management qualifications, such as PRINCE 2 (Practitioner) / Project Management Professional (PMP).
-   Possessing recognised formal Portfolio Management qualifications, such as Management of Portfolios MoP (Practitioner) / Portfolio Management Professional (PfMP).
-   Lean and Agile project implementation experience, proved with relevant certifications in Agile methodologies (e.g. CSPO, Agile Coaching ICP-ACC, SAFe Advanced Scrum Master, etc.).
-   Organizational Change Management Experience.
-   Service Management including ITIL 3 and/or 4.
-   Knowledge and experience in state-of-the-art technologies, relevant to the work, i.e. software and development platforms, and familiarity with related international / commercial / industrial products.
-   Proficiency in Power BI development, architecture and Azure Fundamentals certification.
-   Proven experience in developing and maintaining portfolio dashboards that provide accurate and up-to-date information on project and portfolio status.
-   Advanced expertise in the setup, configuration, utilization and administration of MS365 tools.
-   Experience in the creation and implementation of Standard Operating Procedures (SOPs) to standardize processes and ensure best practices in project and portfolio management.
