**Note:** For all Level-of-Effort and Completion-Type requests processed outside of the IWC Value Stream, and for which the contractor will not be reimbursed directly by NCIA for travel expenses, additional travel funding shall be allocated on a Not-to-exceed basis when the yearly Option is exercised.

**Profile Description Summary:** The Information and Communication Technology Management (ICTM) Directorate has a portfolio of ICT-related projects with a diverse nature, some rather infrastructure related and others related to software acquisition and development. ICTM has a requirement for a solution engineer for a business automation project, based on Service Now. Their efforts will focus on the design and architecture of the different solutions including the supporting documentation to achieve security approval or accreditation: This will include solution design, the drafting of work packages (on-premise or cloud-based), drafting of security-related documents and supporting the project manager throughout the project on technical and security matters.

**Division:** International Staff (IS) - ICTM

**Mission:** The ICTM Directorate provides support and services to the North Atlantic Council (NAC), its Committees, IS staff, and, when required, to Member and Partner Nation Delegations based in the HQ. The Directorate comprises of two pillars: Information Communication Technology (ICT) and Digital Information Management Services (DIMS).

**Vision:** ICTM is a recognised and trusted Directorate for the implementation of ICT-related projects for the IS. PRINCE2 has been adopted as methodology. In order to guarantee the (cyber-) security of systems that are being implemented, ICTM follows a security approval process, agreed by the Security Accreditation Authority being the JISD/NOS. As part of this process, security-related documentation needs to be submitted to a variety of stakeholders for review and approval.

**Background:** The incumbent will assist the ICTM project manager in their work in the design and architecture of the solution and will develop a set of security- related documentation as directed by NATO’s security policies and directives.

At the beginning (Initiation phase) of a project a Security Approval/Accreditation Plan is agreed between the Implementation Authority (in this case ICTM) and the Security Accreditation Authority (SAA), being the Joint Intelligence and Security Division/NATO Office of Security (JISD/NOS).

In the past years ICTM have developed templates and examples of the documentation set that needs to be submitted. These templates will be made available to the expert.

**Objectives:**

-   Perform oversight of the design and architecture aspects of the solution during the implementation with the aim to assist the project manager in implementing a working solution.
-   Contribute to Security Approval/Accreditation activities with the aim to obtain approval to operate from the SAA.

**Scope of Work:**

Design and architecture of the solution:

-   Draft and review of work packages for the implementation of the solution.
-   Contribute to the security-related documents or Approval/Accreditation Documentation Sets (ADS) including but not limited to Non-Functional Requirements (NFRs), the Security Approval/Accreditation Plan, the CIS Description, the Security Test and Verification plan, etc;
-   Support to security testing.

**Project Team member:** As required, participate in project-related meetings with stakeholders such as on-premise or cloud infrastructure providers, security authorities, the implementation team (integrator), end-user communities, etc.

**Reporting:** Two-weekly status reports to NATO supervisor

**Duties and Role:**

-   Advice and Guidance to the Project Manager on design and architecture topics;
-   Development of project-related documentation;
-   Review of Accreditation/Approval Documentation Sets;
-   Support security testing;
-   Other project-related duties as required by the project manager.

**Location:** The Service will be 100% at NATO Headquarters in Brussels; Due to the nature of the service, there will be flexibility for part-time teleworking from Belgium.

**Period of Performance:** The services of the contractor are required for the period starting between 15th August and 1st September 2026 until 31th December 2027.

**Travel:** None to minimal travel is expected.

## Requirements

**Required Expertise and Qualification**

-   The candidate must have a currently active NATO SECRET security clearance
-   Minimum 8 years of experience in ICT design/architecture functions;
-   Proven, strong expertise in ICT security architecture and security accreditation/approval processes, preferably in an environment with high security standards;
-   Have strong expertise in application integration and Data and Application solutions and implementation methodologies;
-   Experience in both on-premise and cloud deployments.
-   Technically oriented university degree (information management, electronic engineering, etc.) or equivalent completed advanced vocational training;
-   Proven understanding and technical knowledge of the ICT infrastructure & security services (identity and access services, latest software technologies either on-premises or cloud-based;
-   Good understanding of project management methodologies and tools (e.g. PRINCE2);
-   Proven experience in organizing workshops and conducting meetings and presentations;
-   Excellent drafting and communication skills;
-   Possess the following minimum levels of NATO’s official languages (English): V (“Advanced”)

Ideally, the incumbent should also have experience with:

-   Working in an international organization or governmental environment.
-   Implementing Service Now solutions.
-   Working within complex multi-stakeholder environments.
-   Knowledge and practice of NATO CIS security related directives.
