## Description

The Public Works/Public Utilities Manager is responsible for planning, organizing, and managing the activities of Public Works or Public Utilities. Reporting to the Director or Assistant Director, the Public Works Manager coordinates assigned activities with other divisions, departments, and outside agencies. The incumbent exercises independent judgment relating to the performance, coordination, and evaluation of staff, and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs.  
  
One position currently exists in the Public Works Department – Street Maintenance Division.  Reporting to the Assistant Director of Public Works, the incumbent will be responsible for the administration and oversight of the Street Maintenance Division, which is responsible for the maintenance of over 1840 centerline miles of roads within the City of Fresno. This division includes a staff of 140 employees, and includes sections such as self-performed paving, self-performed concrete repair, signing and striping, bridge maintenance, street sweeping, traffic signal and street light maintenance, and a host of other street maintenance programs.  
  
This position requires a results-oriented, self-starting leader who is highly organized, responsive and able to effectively lead a represented workforce in a fast-paced environment. The incumbent will be responsible for budgeting, including forecasting, developing cost estimates, verifying funding eligibility, and project cost control. The incumbent needs to be knowledgeable in construction standards and specifications, an expert in street infrastructure means and methods, familiar with contracts, agreements, bargaining unit MOU’s, experienced with safety standards and protocol. The incumbent will visit work sites to monitor progress and quality of work performed, provide direction, and assist in resolving problems encountered in the field, as well as evaluate pavement conditions, provide recommendations on project scope and infrastructure best management practices. This position is responsible for crews that work after hours and 24/7 emergency response functions.

## Requirements

Applicants must meet the minimum qualifications on or before the posted filing deadline.  
  
Graduation from an accredited college or university with a Bachelor’s Degree in engineering, construction, public administration, or a closely related field;

Four (4) years of experience supervising utilities planning, technical engineering, transportation, construction management, property management, building maintenance, facilities management, landscape maintenance or street operations activities.  
  
Additional qualifying experience may be substituted for the education on a year-for-year basis, up to a maximum of two years.  
  
For the assignments within Street Maintenance or Landscape Maintenance additional qualifying experience may be substituted for the education on a year-for-year basis, up to four (4) years.

Recruitment may be limited to a specific area of expertise as required by operational needs. Areas of expertise include, but are not limited to those listed below:  
1\. Engineering Services and Design - plan check, G.I.S. mapping, special district administration, and right of way and property appraisal and acquisition; in house capital design, specification design, specification preparation and project bidding and award.  
  
2\. Transportation - preparing planning studies and grants, traffic operations and field studies.  
  
3\. Project Management - capital project management and consultant selection and management.  
  
4\. Project Inspection and Survey - capital project, subdivision project, street work and utility permit project inspection and surveying.  
  
5\. Street Operations - concrete repair, paving and slurry seal projects, paint and sign installation, replacement and maintenance, and traffic signal and streetlight installation, replacement and maintenance.  
  
6\. Facilities Maintenance - property management, furniture management, security, Public Works/Public Utilities Manager Page 6 custodial, maintenance, repair, and improvement services to City facilities.  
  
7\. Landscape Maintenance and Community Facilities District Administration – landscape maintenance for City facilities, median islands, parks, trails, and street trees; maintenance and contract management for buffers and pocket parks in special maintenance districts.  
  
8\. Water Resource Planning and Development – including but not limited to; surface, groundwater, recycled water and recharge projects. Some positions, based on assignment, may require one or more licenses or certifications related to the specific technical discipline as mandated by a national, state or locally recognized agency.
