\*Job Description:\*

The Director of HR and Compliance is responsible for overseeing all human resources functions—including recruitment, employee relations, performance management, and benefits administration—while ensuring organizational compliance with OPWDD regulations, Medicaid standards, labor laws, and internal policies. This role reports directly to the Executive Director and plays a key part in fostering a compliant, ethical, and supportive work environment.

\*Key Responsibilities:\*

Lead and manage HR operations, including hiring, onboarding, employee engagement, training, and retention strategies.

Develop and implement HR policies and procedures that align with OPWDD and New York State regulations.

Provide guidance to management and staff on HR-related issues and performance management.

Administer compensation and benefits programs to ensure competitive and equitable offerings.

Compliance Oversight

Serve as the Compliance Officer for the organization, ensuring adherence to OPWDD regulations, Medicaid billing requirements, and agency policies.

Monitor, investigate, and report on compliance issues, including incidents, grievances, and audit findings.

Maintain accurate personnel records, training logs, and compliance documentation in accordance with OPWDD standards.

Develop and lead staff training programs on compliance, ethics, HIPAA, and OPWDD-mandated topics.

Collaborate with leadership to align HR strategies with organizational goals.

Prepare for and lead OPWDD audits, reviews, and certifications.

Monitor legislative and regulatory changes affecting the agency and recommend policy or operational adjustments.

\*Qualifications:\*

Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field (Master’s preferred).

At least 5 years of progressive HR leadership experience, with a minimum of 3 years in an OPWDD-regulated environment.

In-depth knowledge of OPWDD regulations, Medicaid compliance, and New York State labor laws.

Proven ability to develop and implement HR and compliance policies in a human services setting.

Strong interpersonal, communication, and problem-solving skills.

Experience with HRIS systems and electronic health records (EHRs) is a plus.
