## Description

Gritter Francona is seeking a Management Analyst to support strategy and planning for senior management to align IT initiatives with strategic goals and business needs.

**Responsibilities:**

-   Develop and implement strategic plans that align IT initiatives, operational priorities, and organizational investments with VHA strategy, mission, and business needs.
-   Translate organizational strategy into measurable objectives, key performance indicators (KPIs), milestones, outcomes, and actionable implementation roadmaps.
-   Develop and maintain strategic performance frameworks, scorecards, and dashboards to monitor progress against organizational priorities and desired outcomes.
-   Conduct quantitative and qualitative analysis of operational, financial, project, workforce, and performance data to identify trends, gaps, risks, dependencies, and opportunities.
-   Integrate data from multiple organizational sources to develop comprehensive views of performance and provide leadership with timely, reliable, and actionable insights.
-   Develop executive dashboards, reports, briefing materials, and decision-support products that translate complex data and analysis into clear recommendations for senior leadership.
-   Establish and facilitate recurring data-driven performance reviews with leadership to assess strategic progress, identify barriers, and recommend corrective actions.
-   Develop leading and lagging performance indicators to monitor current performance and identify emerging risks, issues, and opportunities.
-   Conduct forecasting, scenario analysis, and predictive assessments to anticipate emerging trends, resource requirements, operational impacts, and potential changes in strategic priorities.
-   Evaluate strategic initiatives, programs, and IT investments based on strategic alignment, mission impact, customer outcomes, cost, risk, feasibility, resource requirements, and expected value.
-   Support strategic portfolio management by maintaining visibility into initiatives, priorities, milestones, dependencies, risks, resource requirements, funding, and expected outcomes.
-   Develop objective prioritization and scoring methodologies to support leadership decisions regarding competing initiatives, investments, and resource allocation.
-   Analyze organizational demand, resource capacity, funding, and initiative performance to identify portfolio constraints and recommend effective allocation of resources.
-   Develop business cases, cost-benefit analyses, return-on-investment assessments, and value analyses to inform strategic and investment decisions.
-   Monitor strategic initiatives for benefits realization and evaluate whether investments achieve intended mission, operational, financial, and customer outcomes.
-   Conduct business process analysis and continuous-improvement assessments to identify inefficiencies, duplication, bottlenecks, unnecessary complexity, and opportunities for standardization or automation.
-   Perform root-cause analysis of significant performance gaps and develop evidence-based recommendations, improvement plans, and implementation strategies.
-   Identify and evaluate opportunities to leverage emerging technologies, artificial intelligence, automation, analytics, and digital capabilities to improve efficiency, decision-making, workforce effectiveness, and mission outcomes.
-   Conduct environmental scans, benchmarking, and trend analyses of emerging healthcare, technology, workforce, regulatory, and operational developments to identify strategic implications and opportunities for VHA.
-   Assess emerging trends and technologies and recommend proactive strategies, investments, capabilities, or organizational changes to prepare for future mission and business needs.
-   Establish and maintain data quality, governance, and documentation practices for strategic planning and performance information to ensure data is accurate, consistent, timely, and reliable.
-   Maintain and manage strategic planning documentation, governance artifacts, analytical models, decision records, performance measures, and other critical artifacts.
-   Develop standardized strategic planning methodologies, templates, analytical frameworks, governance processes, and reporting practices to improve consistency, transparency, and repeatability.
-   Facilitate strategic planning sessions, portfolio reviews, workshops, and cross-functional working groups with senior leadership and key stakeholders.
-   Facilitate cross-functional collaboration to resolve strategic dependencies, risks, resource conflicts, implementation barriers, and competing priorities.
-   Support organizational change initiatives through stakeholder analysis, organizational readiness assessments, change-management strategies, communications planning, and adoption measurement.
-   Monitor implementation of strategic initiatives and provide leadership with recommendations to address risks, delays, performance gaps, and changing organizational conditions.
-   Conduct post-implementation reviews and lessons-learned analyses to evaluate outcomes, capture best practices, and improve future strategic initiatives and investments.
-   Develop and maintain relationships with clinical, administrative, IT, financial, operational, and executive stakeholders to ensure strategic initiatives remain aligned with organizational needs.
-   Promote a culture of evidence-based decision-making by incorporating data, performance trends, stakeholder input, and measurable outcomes into strategic planning and resource decisions.
-   Identify opportunities to improve organizational transparency, accountability, and decision velocity through improved data, reporting, governance, and analytical processes.
-   Perform other strategic planning, management analysis, performance improvement, and decision-support activities as required to advance VHA mission and organizational priorities.

## Requirements

-   Bachelor's degree in Business Administration, Public Administration, Healthcare Management, or related field.
-   Minimum 4 years of relevant experience
-   Previous experience supporting the VA or VHA a must
-   Strong analytical and project management skills.
-   Excellent written, verbal, and interpersonal communication skills.
-   Ability to manage multiple tasks and priorities effectively.
-   Proficiency in Microsoft Office Suite, including project management tools.
-   Proficiency in strategic planning tools.
