## Description

**Job Purpose**

HanmiGlobal is seeking a highly qualified Senior Civil Engineer to join our program management and PMCM team in Saudi Arabia. In this role, you will deliver program-level civil engineering expertise and technical governance for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.

You will be providing program-level technical expertise, engineering assurance, and collaborative oversight for reviewing and monitoring all civil designs across the program, ensuring all technical submissions are fully integrated and compliant with approved design criteria, infrastructure strategies, statutory requirements, and operational needs under the direction of the Technical Manager, while supporting the successful delivery of the overall development program.

**Reports To:** Technical Manager

**Key Responsibilities**

-   Review and assess civil engineering reports, design calculations, drawings, specifications, technical studies, and engineering submissions to ensure compliance with approved standards, regulations, Client’s requirements, and project objectives.
-   Evaluate engineering methodologies, constructability, maintainability, operational performance, safety, and lifecycle considerations for civil infrastructure works.
-   Review civil engineering aspects of site development, grading, earthworks, utility corridors, infrastructure networks, and associated civil works.
-   Coordinate multidisciplinary technical reviews to ensure effective integration between civil engineering, roads, drainage, utilities, irrigation, transportation, landscape, and other infrastructure systems.
-   Support engineering assurance processes by reviewing technical deviations, design modifications, and compliance with applicable standards and specifications.
-   Assess the civil engineering implications of design changes, scope modifications, Value Engineering proposals, and construction methodologies.
-   Provide technical recommendations on engineering risks, constructability, cost, schedule, quality, maintainability, and lifecycle performance.
-   Support the resolution of technical issues during design development and project implementation while identifying opportunities for innovation and continuous improvement.
-   Coordinate with Lead Developers, consultants, contractors, utility providers, government authorities, and regulatory agencies on civil engineering matters, approvals, and technical compliance.
-   Prepare technical assessments, engineering review comments, reports, executive summaries, and recommendations for the Technical Manager, PMCM Management, and Client.
-   Participate in technical workshops, design coordination meetings, multidisciplinary reviews, and stakeholder engagement sessions.

## Requirements

Qualifications & Experience

• Bachelor's Degree in Civil Engineering from an accredited university.

• Chartered Professional membership or equivalent professional accreditation.

• Minimum fifteen (15) years of professional experience in civil engineering, infrastructure delivery, land development, transportation, utilities, or major capital projects.

• Experience within PMCM, PMC, consultancy, developer, contractor, or client-side organizations, preferably on major infrastructure and land development programs in Saudi Arabia or the GCC.
