## Description

The Finance Director provides leadership and oversight for the Foundation’s accounting, financial reporting, budgeting, grant financial management, internal controls, and finance-related policies and procedures. Reporting to the Chief Executive Officer, the Finance Director ensures that financial information is accurate, timely, compliant with generally accepted accounting principles, and aligned with applicable donor, contractual, federal, state, and local requirements. The position works closely with the Development and Programs departments to support grant and gift administration, restricted-fund management, budgeting, compliance, reimbursement, reporting, and informed decision-making. The Finance Director also leads the annual audit process, prepares financial analyses and reports for organizational leadership and the Board of Directors, supervises finance staff, and continually strengthens the Foundation’s financial systems, controls, and practices.

Essential Functions

### Financial Leadership, Reporting, and Planning

-   Lead the Foundation’s accounting and financial-management activities in support of its mission, strategies, and programs serving Henrico County Public Schools.
-   Lead the annual budgeting process and develop operating, program, grant, and cash-flow forecasts in collaboration with department leaders.
-   Prepare timely and accurate GAAP-based financial statements, management reports, budget-to-actual analyses, forecasts, and supporting schedules.
-   Monitor liquidity, reimbursement timing, budget variances, financial trends, and emerging risks; recommend corrective actions or resource adjustments as needed.
-   Prepare and present clear financial information to organizational leadership, the Finance Committee, and the Board of Directors.

### Accounting Operations and Internal Controls

-   Direct monthly and year-end closing, including reconciliations, journal entries, receivables, payables, accruals, deferred revenue, releases from restriction, and other necessary adjustments.
-   Oversee accounts payable and receivable, cash receipts and disbursements, banking and credit-card activity, investments, and general-ledger maintenance, ensuring transactions are properly documented, coded, authorized, and approved.
-   Ensure accurate accounting and reporting for contributions, grants, contracts, program revenue, investments, endowments, leases, fixed assets, scholarships, and net assets with and without donor restrictions.
-   Maintain the chart of accounts, financial reporting structure, and complete audit-ready records to support reporting by department, program, grant, funding source, function, and restriction.
-   Design, implement, and monitor internal controls and appropriate segregation of duties across financial reporting, purchasing, payroll allocations, reimbursements, banking, grants, restricted funds, and other financial activities.
-   Partner with Development and Programs to reconcile financial records, administer government and private awards, and ensure expenditures and reimbursement requests are allowable, properly authorized, adequately documented, and consistent with approved budgets and funding requirements.

### Financial Policies and Procedures

-   Develop, document, implement, and regularly evaluate the Foundation’s financial policies, procedures, internal controls, and accounting workflows.
-   Maintain the finance policies and procedures manual, including requirements for closing, approvals, documentation, audit trails, and financial review, and recommend revisions as appropriate.
-   Train staff and provide practical guidance to promote consistent compliance with financial policies and procedures across departments.

### Audit, Tax, and Regulatory Responsibilities

-   Coordinate the annual audit and serve as the primary staff liaison to external auditors, including managing schedules, documentation, responses, corrective action plans, and follow-up.
-   Coordinate the accurate and timely preparation and filing of Form 990, vendor Forms 1099, charitable registrations, and other required financial reports.
-   Ensure compliance with GAAP, applicable laws and regulations, grant and contract requirements, donor restrictions, and Board-approved financial policies; monitor and report progress on audit recommendations and corrective actions.

### Team Leadership and Organizational Support

-   Supervise and develop finance staff through effective training, delegation, performance management, workload planning, quality control, and accountability.
-   Collaborate with organizational leadership and staff across Development, Programs, and other departments to strengthen financial practices and support organizational objectives.
-   Support organizational decision-making through financial analyses, cost estimates, forecasts, and financial models related to staffing, programs, funding changes, and strategic initiatives.

## Requirements

### Education and Experience

-   Bachelor’s degree in accounting, finance, business administration, or a closely related field

-   Seven or more years of progressively responsible accounting and financial-management experience, including significant experience in nonprofit accounting
-   Demonstrated experience preparing GAAP-based financial statements and leading monthly and year-end close processes
-   Demonstrated experience with restricted funds, grant accounting, revenue recognition, accrual accounting, and functional-expense allocation
-   Experience managing the financial requirements of federal, state, or other government-funded programs, including reimbursement-based awards and grant compliance
-   Experience developing and implementing financial policies, procedures, internal controls, and process improvements
-   Experience coordinating external audits and working directly with auditors
-   Experience using Blackbaud Financial Edge NXT
-   Supervisory or team-leadership experience

### Preferred Qualifications

-   CPA, CMA, MBA, Master of Accountancy, or other relevant advanced credential
-   Experience working closely with Development and Programs teams and presenting financial information to a board or finance committee
-   Experience with fund accounting, donor restrictions, endowments, scholarships, and government grants
-   Experience implementing or improving accounting systems and related financial technology

### Knowledge, Skills, and Abilities

-   Thorough knowledge of nonprofit accounting, GAAP, fund accounting, restricted net assets, revenue recognition, and functional-expense allocation.
-   Working knowledge of federal and state grant requirements, allowable-cost standards, documentation requirements, internal controls, segregation of duties, and audit readiness.
-   Ability to develop, implement, document, and monitor effective financial policies, procedures, controls, and workflows.
-   Advanced Excel and financial-systems skills, including financial modeling, reconciliations, data analysis, reporting, and the effective use of nonprofit accounting software.
-   Strong analytical and problem-solving skills, with the ability to identify discrepancies, assess risk, and prepare and interpret financial statements, budgets, forecasts, cash-flow projections, and grant reports.
-   Strong communication and relationship-building skills, with the ability to explain financial information clearly and collaborate effectively with staff, leadership, the Board, funders, auditors, and other stakeholders.
-   Strong organizational and project-management skills, with the ability to manage multiple reporting cycles, grants, audits, priorities, and deadlines accurately and efficiently.
-   Demonstrated ability to supervise and develop finance staff, maintain effective review and quality-control processes, exercise sound judgment and discretion, and promote accountability and ethical financial stewardship.
