Please indicate if you require any special accommodation, even at the first interview.  To know more, about the organization, click [here](https://www.hi.org/en/index). ### **JOB CONTEXT:** The HI Afghanistan operating framework have four pillars: - Rehabilitation & Health  - Resiliance & Inclusion  - Armed Violence Reduction - Atlas logistics HI is currently involved in different sectors of activities: - Physical and functional rehabilitation (both on service provision and training – tech assistance), in development and emergency crisis settings - Mental Health and Psycho-Social Support (MHPSS) - Disability & Inclusion - Inclusive Humanitarian Assistance – Inclusive Goverance – protection integration - Inclusive livelihood - Explosive Ordnance Risk Education - Atlas shared storage and transportation The central office is in the capital city (Kabul) and hosts the management team (including operations, finance, logistics, human resources, technical unit, humanitarian access and security). HI has three offices located in the different provinces of intervention: Herat, Kunduz, and Kandahar, are fully operational with dedicated support services and project management teams. HI Afghanistan employs around 450 national and 9 international staff and has a budget of around 7 million euros. Most fundraising efforts and donor relationships are held at the Kabul level. HI is also part of different fora/coordination bodies (ACBAR, ICCT, HCT, etc.) and a member of several clusters, including health, and protection. ### Details relating to security risks, isolation, travel, and living conditions The security and access situation in the country has improved significantly since the conflict ended; however, security measures remain in place as the context remains unpredictable. International staff share the guesthouses in Kabul. They are spacious, well-equipped, secure, and comfortable, providing adequate living conditions and well-being to the global team, considering the limitations of moving around the city. The guesthouses have sports facilities and common areas for recreational activities. HI in Afghanistan provides a cleaner for the Guesthouses during working days. ### GENERAL MISSION: Under the management of the Technical Head of Program (THoP), the Advocacy & Humanitarian Mine Action Specialist will oversee the technical leadership of advocacy and policy initiatives related to Humanitarian Mine Action, Victim Assistance and disability inclusion in Afghanistan, with primary responsibility for the Norad-funded project. In this role, the Specialist will engage with internal teams and external stakeholders, including government authorities, humanitarian mine action actors, UN agencies, Organizations of Persons with Disabilities (OPDs), survivor networks, donors and other humanitarian partners, to strengthen coordination, influence policy and promote inclusive humanitarian mine action. The Specialist will assume four primary responsibilities within the HI Afghanistan programme: (1) providing technical expertise and quality assurance for advocacy and policy development; (2) strengthening HI's technical influence and strategic partnerships; (3) contributing to business development and sustainability of advocacy initiatives; and (4) building the capacity of the national Advocacy Technical Officer to ensure continuity of the advocacy component beyond the international assignment, while providing technical supervision to the EORE Technical Officer under the ECHO HIP project. ### Mission 1: Expertise - Contributing to the development and implementation of Afghanistan's Humanitarian Mine Action advocacy strategy in line with HI's global technical frameworks, advocacy standards and the country Strategic Operational Framework. - Leading the design, implementation and regular updating of the project advocacy strategy, annual workplans and implementation roadmap. - Providing high-level technical guidance and quality assurance for all advocacy activities under the Norad project, ensuring compliance with HI technical standards and donor requirements. - Leading stakeholder mapping, power analysis and context analysis to identify advocacy priorities, opportunities, risks and key influencing strategies. - Developing evidence-based advocacy products including policy briefs, technical papers, consultation reports, advocacy messages, briefing notes, position papers, technical workshop materials and communication tools. - Ensuring advocacy interventions are informed by operational evidence, survivor experiences, disability inclusion principles and international humanitarian mine action frameworks. - Strengthening coordination between rehabilitation, victim assistance, disability inclusion and humanitarian mine action actors to promote integrated programming. - Developing practical tools, methodologies, SOPs, reporting templates and guidance documents to support quality implementation of advocacy activities. - Leading technical consultations, workshops and learning events with government institutions, humanitarian partners, OPDs and survivor representatives. - Providing technical supervision, mentoring and coaching to the national Advocacy Technical Officer, who is also Technical Officer implementing EORE under the ECHO HIP project. - Designing and implementing a structured capacity development and knowledge transfer plan to ensure progressive handover of technical responsibilities to national staff. - Monitoring technical quality, analyse implementation progress and recommend adaptive measures to improve advocacy effectiveness and project impact. - Contributing to research, learning, documentation of good practices and innovation related to advocacy, victim assistance and humanitarian mine action. ### Mission 2: Influence - Strengthening HI's technical leadership and visibility on advocacy, victim assistance and disability-inclusive humanitarian mine action in Afghanistan. - Representing HI, upon delegation, in national coordination mechanisms, technical working groups, humanitarian forums and relevant policy dialogue platforms. - Establishing and maintaining strategic relationships with government institutions, UN agencies, humanitarian mine action actors, donors, OPDs, survivor networks and civil society organizations. - Promoting the meaningful participation of explosive ordnance survivors and organizations of persons with disabilities in advocacy processes, coordination mechanisms and policy discussions. - Supporting government counterparts and national stakeholders to strengthen policies, coordination mechanisms and implementation of victim assistance commitments and disability-inclusive humanitarian action. - Promoting evidence-based advocacy through dissemination of technical findings, operational evidence and lessons learned. - Identifying opportunities for collective advocacy and strategic partnerships with humanitarian and development actors. - Contributing to strengthening coordination between humanitarian mine action, rehabilitation, disability inclusion and protection sectors. - Ensuring that HI's advocacy positions are consistently communicated and aligned across programme, regional and headquarters levels. ### Mission 3: Business Development - Contributing to strategic analysis of the humanitarian mine action, disability inclusion and policy environment to identify emerging opportunities. - Supporting the design and development of new project proposals by integrating evidence-based advocacy components, technical approaches and sustainability strategies. - Identifying opportunities to strengthen national ownership of advocacy initiatives beyond the duration of the Norad project. - Developing practical advocacy systems, implementation tools and institutional mechanisms that can be sustained by national staff following completion of the international assignment. - Identifying and strengthening partnerships with government institutions, OPDs, survivor networks, academic institutions and humanitarian organizations to support long-term advocacy objectives. - Contributing technical inputs to donor reports, concept notes, project proposals and strategic documents related to humanitarian mine action, victim assistance and disability inclusion. - Supporting resource mobilization efforts by identifying opportunities for future advocacy programming and technical partnerships. ### Mission 4: Emergency Preparedness and Response - Participating in or support emergency preparedness actions within the program(s) and adapt working methodologies during emergencies to contribute to effective humanitarian response efforts by HI. - During emergencies, adapting advocacy priorities and working modalities to support HI's humanitarian response while ensuring continuity of critical advocacy activities where feasible. ## Requirements ### **Qualification**: - Minimum **5 years** of progressively responsible professional experience in advocacy, policy development, humanitarian mine action, disability inclusion, protection, or related humanitarian and development programming. - Proven experience in providing technical leadership, strategic advice and capacity building to project teams, partners and national stakeholders, and engaging with government institutions, humanitarian coordination mechanisms and civil society organizations. - Experience working in humanitarian, conflict-affected or fragile contexts is essential; experience in Afghanistan or similar contexts is a strong asset. ### **Languages**: - Fluency in written and spoken English is required. ### **Knowledge:** - Humanitarian Mine Action (HMA), including Victim Assistance (VA), Explosive Ordnance Risk Education (EORE), and humanitarian coordination mechanisms. - International policy and legal frameworks related to disability inclusion and humanitarian action, including the Convention on the Rights of Persons with Disabilities (CRPD), the Sustainable Development Goals (SDGs), the Oslo Action Plan, and relevant humanitarian mine action frameworks. ### **Skills:** -
