**JOB CONTEXT:**

In the past 4 months, HI has been expanding its emergency intervention in Darfur with a joint Rehabilitation SCT/ATLAS deployment in Tawila, leading to the increase of movements between Chad and Darfur. This HR pipeline suffered administrative delays, gaps in internal coordination and communication, challenges related to administrative and logistics arrangements and organization. This led to non-efficient rotations, frustrations amongst team, HR gaps and discontinuity of activities. In addition, Darfur is a very challenging environment to work and live in from a health perspective, and several medical evacuations had to be conducted from Darfur, with some challenges on the way out.

Sudan program/Emergency Division therefore decided to dedicate a specific international resource at Chad level with the overall objective to streamline the HR pipeline (including IN/OUT of Sudan, and security/medical evacuation) through the formalization of the different process & ARCI related, support to its implementation in collaboration with Chad program.

**YOUR MISSION:**

Reporting to the Sudan Country Director, your mains responsibilities will be:

**1) Administrative Access – in close collaboration with Chad program (under the lead of the Tchad DP)**

\- Map and formalize the different steps related to AC request (steps, documents to be submitted, stakeholders, areas of influence)

\- Coordinate with other INGO and benchmark the different available options for the request of AC, including analysis of risks & mitigation measures

\- Formalize the resources required, the process and the ARCI

\- Lead and follow-up the AC request for Sudan Darfur teams

**2) Administrative and Logistics arrangements for arrival, stay-in and departure in Ndjamena**

\- Formalize the resources required, the process and the ARCI

\- Lead and follow-up the arrival, stay-in and departure for Sudan Darfur teams

\- Monitor the timely implementation of each step of the Sudan expat visit process for each expat visitor to Darfur.

\- Support and complement the HR team, logistics team, and senior management in the implementation of the process (at both Chad and Sudan level)

\- Act as main point of contact for questions, concerns, and feedback about the deployments in Darfur

\- Ensure regular adaptations and improvements to the deployments process

**3) Staff health**

\- Benchmark the different options for medical evacuations from Darfur (market analysis, coordinate with INGO, etc.)

\- Formalize the process and the ARCI for emergency evacuations

**4) Continuity**

\- Propose set-up and system to ensure continuity of this pipeline

\- In coordination with the Sudan and Tchad program develop different scenarios with different operational/financial size of the Darfur operations in 2026/2027 and the adapted structure needed on the Tchad side and budget required accordingly.

## Requirements

-   You have at least 3 years of overall professional experience in support services for INGOs
