**JOB CONTEXT:**

_While remaining a protracted crisis, Syria is transitioning to a new phase where pure humanitarian operations will be prioritized over early recovery and recovery interventions. According to the latest UN figures, about 15 million people remains still in need of humanitarian assistance, including about 6.5 million IDPs, while over 5 million Syrians refugees in neighboring countries or in Europe. Threats from explosive remnants of war, lack of recovery in both the health and education sectors make Syria still a fragile context, as these issues hinder the ability of displaced populations to rebuild lives and access essential services_ _HI is managing a humanitarian program covering most of Syria’s governorates, particularly in north and central Syria:_  

-   _Support to health partners (mainly public hospitals) for the provision of multidisciplinary rehabilitation services (physiotherapy, assistive devices, prosthetics and orthotics, and PSS)._
-   _Education on the risks and effects of conventional weapons, including mines, explosive remnants of war, and small arms and light weapons, as well as the urgent marking of hazardous areas, non-technical surveys of potentially contaminated areas, and clearance activities._
-   _Community-based protection for safe returns and support for the inclusion of people with disabilities and other vulnerable people in the humanitarian assistance._
-   _Preparedness towards man-made and natural hazards at different levels (community, institutional, etc.)_
-   _Inclusive Education in partnership with education actors._

YOUR MISSION:

Reporting to the Operations Manager and under the technical supervision of the Global DRR Specialist, the DRR Senior Technical Officer will have 5 main responsabilities :

**1\. Providing specialized expertise in the form of policy guidance and technical support to projects, partners and/or programs in accordance with the technical frameworks and general standards of his/her sectoral or cross-cutting scope**

-   Provide appropriate technical guidance and support to project leaders, partners and/or specialists.
-   Performs technical activities or ensures that project(s) activities are implemented in accordance with internal quality and technical standards and suggests improvements as necessary.
-   Adapt the project's technical documentation as required, in accordance with global technical standards.
-   Coordinate and collaborate with the project's technical partners, as delegated by the specialist or project manager.
-   Propose research and study topics, conduct research if necessary and supervise data collection.
-   Contribute to the writing of new proposals for new opportunities within its technical scope.
-   Produce policy guidance for the countries to participate to the design.

**2\. Providing project-based technical learning with a global impact**

-   Ensure Global and Field Technical Specialists get the information they need and collaborate with technical divisions as needed.
-   Coordinate with headquarters to ensure adequate capitalization to improve sectoral method globally and collect scientific evidence; initiate or test new innovative solutions to address the main challenges of the sector.
-   Contribute to technical learning under the responsibility of the Specialist or Project Manager, based on best practices.
-   Anticipate and prepare for nexus adjustments in your sector.
-   Contribute to the terms of reference for evaluations.

**3\. Ensuring the internal technical training of his/her sector or on cross-cutting themes**

-   Contribute to technical recruitments, in cooperation with the Field Specialist.
-   Carry out the necessary technical training in his/her field.
-   Contribute to the skills upgrading plan for professionals in its sector and may be a third-party assessor.
-   Contribute to the development of a local talent pool within his/her sector (conducts technical interviews of candidates and makes recommendations, identifies training and coaching needs)
-   Assist in coordinating technical professional development and facilitating a community of practice, in collaboration with the technical division.

**4\. Contributing to ensure the external technical influence of HI on his/her perimeter, in close collaboration with the technical program team**

-   Contribute to the outreach of HI expertise: can represent HI technical expertise by delegation in relevant local, regional and international networks and with local partners.
-   Ensure coordination and collaboration with the project's technical partners, in cooperation with the Field Specialist.
-   Relay and contribute to advocacy messages within its scope of work.
-   Support writing for new project content for the continuity or expansion of the project within its technical scope.

**5\. Emergency Preparedness and Response Responsibilities**

Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapts his/her work modality to contribute to an effective HI humanitarian response

## Requirements

**Experience & Qualification**

-   Minimum 3 years of progressively responsible professional experience in DRR,  preparedness, climate change adaptation, or related fields. Experience in Syria or Middle East is an asset
-   Experience in conflict-affected or fragile contexts.
-   Proven experience supporting implementation of multi-risk DRR projects
-   Experience in climate related risks is a must, especially the development of contingency plans and preparedness plans.
-   Bachelor in Humanitarian Action or another relevant field

**Skills**

-   Facilitating technical workshops, consultations, trainings, and coordination forums with senior stakeholders.
-   Representing organizations in clusters, technical working groups, or coordination platforms.
-   Technical reporting, proposal development, donor compliance, and monitoring frameworks.

**Language:**

-   Fluent in written and spoken English is required.
-   Fluency in Arabic is an asset.

-   12 months contract starting from 10th, August 2026; (extendable upon fundings)

-   Salary from 2448€ gross/month upon experience;
-   Per diem: 533€ net/month - paid in the field
-   Hardship: 500 € net/month paid with your salary;
-   Paid leaves: 25 days per year;
-   R&R: according to the level of the mission Level 2: 5 days every 8 weeks
-   Position: Unaccompanied:

-   Payment for travel costs (air ticket & visa) and transport of your personal effects;
-   Mission of more than 12 months: a child allowance of 100€ per month, per child from the second child paid in the field;

-   Housing: Collective, taken in charge by HI;
