Refugees, women, and persons who reflect the diverse communities we serve are strongly encouraged to apply.** **ABOUT THE MID TERM EVALUATION** **Background and Project Description** South Sudan hosts more than 500,000 refugees and 2 million internally displaced people, and has adopted a National Durable Solutions Strategy to promote sustainable livelihoods and economic inclusion. Inkomoko believes that entrepreneurship, financial inclusion, and private sector development are key to achieving long-term self-reliance for displacement-affected populations. With support from SDC, Inkomoko is implementing the Financial Inclusion and Business Growth Project, which aims to support 6,800 displacement-affected entrepreneurs (5,400 in Juba, Gorom, Mangala, and Bor, and 1,400 in Maban) through practical business and soft-skills training, tailored business consulting, and access to affordable finance. The project targets refugees, host communities, women, and youth to strengthen entrepreneurship and economic self-reliance. Participants receive group training, one-on-one business advisory services, and up to five business-coaching visits. At least 2,040 entrepreneurs will also access flexible financial products, including no-interest start-up loans and below-market loans for existing businesses. The overall objective of the program is to improve social integration, financial inclusion, and economic self-reliance among refugees and host communities in Bor, Juba, Gorom Refugee Settlement, and Mangala IDP Settlement, and Maban, through market-driven, private sector solutions that strengthen local MSMEs and expand access to inclusive financial services, with a particular focus on women and youth. **Background on the context:** Globally, over 120 million people are forcibly displaced, including 44 million in Africa, making forced displacement one of the world's most pressing development challenges. South Sudan hosts more than 500,000 refugees and 2 million internally displaced people (IDPs) and has adopted a National Durable Solutions Strategy to promote sustainable livelihoods and economic inclusion. Inkomoko believes that entrepreneurship, financial inclusion, and private sector development are key to achieving long-term self-reliance for displaced populations. Since its establishment in 2012, Inkomoko has supported over 100,000MSMEs across five African countries, invested USD 25 million in affordable finance, generated USD 60million in client revenue, and created 57,000 jobs. Since launching operations in South Sudan in 2023, Inkomoko has expanded its services to entrepreneurs in Juba, Gorom, Maban, and Mangala, supporting the economic integration of refugees, IDPs, and host communities. **Purpose Of Mid Term Evaluation.** **The mid-term evaluation will assess implementation progress, generate evidence for adaptive management, and identify practical actions to strengthen results during the remaining implementation period. Specifically, the evaluation will:** - Assess the project's progress toward achieving its planned outputs and outcomes, including the quality and effectiveness of implementation. - Evaluate the relevance and inclusiveness of the project by assessing its alignment with beneficiaries' needs, national priorities, and its effectiveness in reaching women, youth, refugees, and host communities. - Assess risks identified and mitigation measures put in place during project designed is either sufficient or recommend mitigation measures for manifested risk or risk not identified during early stage of the project design but are of concern in the current context. - Review the effectiveness of key interventions, including business training, business consulting, market linkage, and financial inclusion services in improving beneficiaries' livelihoods. - To Assess Inkomoko Capacity and evaluate partnership with Commission for Refugee Affairs(RCA), Banks, Mobile Network, Chamber of commerce. - Generate evidence-based lessons and strategic recommendations to improve project implementation and maximize results during the remaining implementation period. **Scope of the evaluation.** -  The evaluation shall cover all project interventions implemented from project inception (August 2025) to the date of the evaluation. - The review shall cover all implementation locations: Juba, Gorom Refugee Settlement, and Mangala IDP Settlement. - The consultant should review both programmatic and operational aspects, including training, business consulting, access to finance, market linkages, partnerships with financial institutions, gender and social inclusion, and project management. **Documentation:** Inkomoko will support the Consultant in obtaining the necessary documentation and facilitating a conducive environment for the assignment. This will include the RRC letter, security clearance, scheduling interviews with key stakeholders, and mobilizing respondents. The Consultant will be responsible for covering any applicable immigration-related costs. **Mobility:** All mobility-related costs, including internal and external flights, transportation for data collection, accommodation, and other related expenses, should be included in the Consultant’s financial proposal and managed directly by the Consultant. ### **Evaluation Criteria** The evaluation shall apply the OECD-DAC evaluation criteria, examining: - Relevance- how the program has adapted to South Sudan's rapidly changing context (inflation, insecurity, refugee arrivals, market shocks, movement restrictions). - Effectiveness - which implementation components are working well, which bottlenecks are limiting stronger outcomes, and which assumptions have proven incorrect. - Efficiency -how efficiently resources have been used. - Impact (early results)- how Inkomoko has plausibly contributed to observed changes, what evidence supports that contribution, and what distinguishes faster-growing and more resilient businesses. - Sustainability- whether entrepreneurs are becoming better integrated into value chains, which market constraints remain, and whether supported MSMEs are developing viable long-term business models capable of surviving without ongoing subsidy or coaching. - Coherence - how well the project complements national development priorities, refugee response strategies, other livelihood interventions, financial inclusion initiatives, and humanitarian-development nexus programming. **Methodology** The consultant is expected to propose a methodology that clearly demonstrates how it will respond to the evaluation objectives. The methodology should be: - Participatory, involving relevant stakeholders throughout the evaluation process. - Inclusive, ensuring consultations with all relevant stakeholders and considering gender, age, disability, and other vulnerability factors. - Sensitive to local context, social norms, and cultural considerations. - Ethical, ensuring safe data collection, informed consent, confidentiality, privacy, and other relevant ethical considerations. **Expected Deliverables** - Inception Report-outlining the consultant's understanding of the ToR, the evaluation approach and questions, a detailed methodology and sampling strategy, a work plan and timeline, a detailed budget, a proposed approach for validation and dissemination, and draft data collection tools. - Draft and Final Evaluation Report -submitted in both Microsoft Word and PDF formats, including an executive summary, methodology, findings, conclusions, lessons learned, and actionable recommendations. - Evaluation Brief - a concise 2–4 page summary of key findings, lessons learned, and strategic recommendations. - PowerPoint Presentation- summarizing the methodology, key findings, conclusions, lessons learned, and recommendations for dissemination and validation with stakeholders. - Datasets and Supporting Files- clean quantitative and qualitative datasets, codebooks, data collection tools, and analysis scripts. The consultant will be required to sign a non-disclosure or data-sharing agreement. ## Requirements **Required Qualifications and Experience** - A Master's degree in Monitoring and Evaluation, Economics, Development Studies, Business Administration, Entrepreneurship, Statistics, or a related field. - At least seven (7) years of demonstrated experience conducting evaluations of donor-funded development programs. - Proven expertise in applying the OECD-DAC evaluation criteria. - Strong experience evaluating programs related to livelihoods, entrepreneurship, MSME development, financial inclusion, refugee programming, or private sector development. - Demonstrated experience working in fragile or humanitarian contexts, preferably in South Sudan or the East Africa region. - Excellent quantitative and qualitative research and analytical skills. - Strong report-writing and communication skills in English. - Proficiency in statistical and data analysis software such as STATA, SPSS, R, or similar packages. - Experience working in insecure environments, including managing security risks during field-based research in South Sudan. **Application Requirements** Interested consultants or consulting firms should submit: - A technical proposal outlining the proposed methodology, work plan, and implementation schedule. - A financial proposal detailing all costs associated with the assignment. - Company profile (for firms) and/or curriculum vitae (CV) of the lead consultant and key team members. - Evidence of at least two similar evaluation assignments completed within the last five years. - Contact details for at least three professional referees. - At least one sample evaluation report demonstrating experience conducting similar assignments. ## Apply [Apply at Inkomoko](https://apply.workable.com/inkomoko/j/B2FB33A952/apply) --- Powered by [Workable](https://www.workable.com)
