Jasara Program Management Company (Jasara PMC) is a leading Joint Venture between Public Investment Fund (PIF), Jacobs, and Saudi Aramco, established to deliver world-class program management services across the Kingdom of Saudi Arabia. Jasara plays a key role in supporting the realization of Saudi Vision 2030, particularly in delivering giga-projects and large-scale infrastructure developments.

We are seeking a Senior Director - Event Mobility Planning to join JASARA PMC. The Senior Director, Event Mobility Planning is accountable for establishing and leading the integrated mobility planning capability for major events, festivals, sporting competitions and entertainment activations across the city program. The role ensures the safe, efficient and coordinated movement of guests, athletes, performers, VIPs, workforce, volunteers, logistics vehicles, emergency services and public transport users across venues, districts and transport modes.

The position acts as the City Operations mobility lead and coordination authority for major events. It develops citywide standards, demand forecasts, event mobility plans, traffic management plans and operational readiness arrangements particularly for city’s major events programme in 2028, while maintaining clear boundaries with venue and asset operators that remain accountable for operations within their controlled areas.

### Key Responsibilities

### 1\. Strategy, Governance and Function Leadership

·   Develop, maintain and implement the Programme Event Mobility Strategy, governance framework, operating model, standards, policies and planning calendar.

·   Create a scalable mobility capability covering business-as-usual destination operations, recurring events, overlapping event programmes and major-event overlays.

·   Define clear accountabilities, decision rights, escalation routes and interfaces across City Operations, districts, venues, transport operators, security, emergency services and government stakeholders.

·   Lead the permanent mobility planning team and mobilise specialist consultants, service providers and temporary event resources as required.

·   Provide executive advice, decision papers, options, risk assessments, cost implications and recommendations on event mobility matters.

### 2\. Integrated Event Mobility Planning

·   Lead the development, assurance and approval of integrated Event Mobility Plans for the full event lifecycle, from concept and feasibility through readiness, live delivery and post-event review.

·   Convert event attendance profiles, venue capacities, session schedules and origin-destination assumptions into transport demand forecasts, mode-share targets and time-phased arrival and departure plans.

·   Plan distinct mobility journeys for general admission guests, hospitality customers, VIPs, athletes, performers, officials, workforce, volunteers, media, people of determination and emergency responders.

·   Coordinate mobility plans across simultaneous events to manage cumulative demand, shared infrastructure, operational conflicts and network resilience.

·   Maintain an integrated mobility planning schedule with defined submissions, reviews, approvals, exercises and operational handover gates.

### 3\. Traffic, Access and Parking Planning

·   Oversee Traffic Management Plans, road network assessments, access-control strategies, temporary traffic management, diversions, closures, pick-up and drop-off areas and emergency access routes.

·   Develop event parking strategies covering pre-booked parking, park-and-ride, VIP and hospitality allocation, workforce parking, accessible parking, overflow arrangements and parking technology.

·   Ensure vehicle access, accreditation and permit arrangements align with security zoning, venue ingress and egress, logistics windows and public-realm requirements.

·   Use modelling, scenario testing and live operational data to validate assumptions and optimise road, kerbside and parking capacity.

### 4\. Public Transport, Shuttle and Active Mobility Integration

·   Design integrated bus, shuttle, public transport, taxi and ride-hailing service plans with clear capacities, frequencies, staging, layover, dispatch, queuing and passenger information requirements.

·   Coordinate park-and-ride and remote transport hub operations, including fleet sizing, boarding processes, accessibility, contingency vehicles and demand management.

·   Integrate walking, micromobility and last-mile routes with venue, public-realm, wayfinding, crowd management and accessibility plans.

·   Agree service levels, operational interfaces and recovery arrangements with mobility operators and delivery partners.

### 5\. VIP, Hospitality and Specialist Movements

·   Develop secure, discreet and service-led mobility plans for Royal, government, VIP, sponsor, hospitality and protocol movements.

·   Coordinate premium ground transport, coach, chauffeur, charter and aviation interfaces where required, in partnership with security, protocol and specialist providers.

·   Establish holding, dispatch, route, access, parking and contingency arrangements that protect both guest experience and network performance.

### 6\. Logistics and Operational Interface

·   Integrate freight, servicing, waste, catering, retail, broadcast and contractor movements with the guest mobility plan to minimise conflicts and maintain operational continuity.

·   Coordinate delivery routes, vehicle staging, holding areas, time windows, access permits and back-of-house interfaces with the City Logistics function and venue operators.

·   Ensure emergency service routes and incident response access are protected throughout build, event and breakdown phases.

### 7\. Operational Readiness and Live Event Delivery

·   Lead mobility readiness reviews, tabletop exercises, simulations, test events, route proving and operational rehearsals.

·   Define mobility command, control, communications, reporting and escalation arrangements, including integration with the City Command and Control Unit and relevant event control rooms.

·   Provide senior mobility leadership during live operations, ensuring timely decisions, coordinated issue resolution and deployment of contingency measures.

·   Lead structured post-event reviews, capture lessons learned and ensure corrective actions are incorporated into future plans and standards.

### 8\. Stakeholder, Commercial and Supplier Management

·   Build effective working relationships with transport authorities, traffic police, emergency services, public transport operators, districts, venues, hotels, event organisers, service providers and relevant government entities.

·   Lead multi-agency mobility workshops, design reviews, readiness forums and executive reporting.

·   Develop scopes, procurement strategies and performance requirements for mobility planning, modelling, technology and event delivery services.

·   Ensure suppliers are appropriately qualified, locally compliant and capable of mobilising suitable Saudi-based resources and workforce development plans.

·   Own assigned budgets, forecasts, commercial evaluations, contract performance and value-for-money initiatives.

## Requirements

### Education

·   Bachelor's degree in Transport Planning, Civil or Transportation Engineering, Urban Planning, Logistics, Operations Management or a related discipline.

·   Master's degree in a relevant discipline is preferred.

·   Professional membership or certification in transport planning, traffic engineering, project management, event management or a related field is desirable.

### Experience

·   Minimum 15 years of progressive experience in transport planning, mobility operations, traffic engineering, major event transport (FIFA World Cup or Olympics), city operations or major infrastructure, including at least 8 years in senior leadership roles.

·   Demonstrable accountability for mobility planning and operational delivery for major sporting, entertainment, cultural or destination events.

·   Proven experience leading multidisciplinary teams and coordinating multiple transport modes, agencies, venues and service providers in complex operating environments.

·   Experience developing transport demand forecasts, event mobility plans, traffic management plans, parking strategies, public transport services and operational readiness programmes.

·   Strong commercial experience covering procurement, consultant and operator management, budget control, service levels and performance management.

·   Experience in Saudi Arabia, the GCC, major destination developments or giga-project environments is strongly preferred.

### Preferred Background

·   Leadership experience supporting Formula One, international football, Olympic or Asian Games, major tennis, large festivals, concerts, exhibitions or comparable high-attendance events.

·   Experience within a city authority, transport authority, integrated resort, major destination, venue cluster, event organising committee or transport consultancy/operator.

·   Practical exposure to transport command and control, intelligent transport systems, mobility technology, crowd integration, accessibility and sustainability programmes.
