# Fractional HR Manager (Remote)

> Malama Health · San Francisco, United States (Remote) · Contract · Posted 2026-07-31

**Workplace:** remote

## Description

**Overview**

Malama leverages the best of technology and people to deliver exceptional care - we build novel biometric tracking and patient engagement tools that allow skilled Care Managers to provide high-touch care navigation and coordination for pregnant and postpartum mothers that improves health outcomes for mom and baby.

We've raised $9.2M in funding to date and are on target to hit profitability early this year. Our mission is to improve pregnancy-related outcomes beginning with conditions that disproportionately affect historically underserved groups.

Malama Health is looking for a hands-on, detail-oriented HR professional to own our HR operations across a multi-entity structure (a Delaware C Corp MSO and two affiliated medical practice entities). You'll be the go-to person for payroll accuracy, benefits administration, compliance, and systems — with real ownership over building repeatable processes.

This is a great fit for a senior HR professional who can operate independently and think proactively about what the function needs next — while being willing to roll up their sleeves and get into the weeds of payroll systems, state compliance, and multi-entity setups. We need someone who can both set direction, execute the details, and wants to grow with an early-stage healthcare company.

## Requirements

**Role Responsibilities**

Payroll & Systems Administration

- Serve as admin across our HR/payroll platform (Rippling) for all entities, including managing access and evaluating add-on services against our needs
- Set up and correct payroll deductions to ensure accurate tax treatment
- Manage payroll processing in partnership with vendors

Benefits Administration

- Administer employee health benefits (via SimplyInsured or similar), including eligibility, enrollment, and stipend alternatives
- Ensure payroll and benefits systems are properly connected and deductions are configured correctly across entities with different contribution structures

Compliance & Multi-State Employment

- Manage state registrations (SUI, EDD, and similar) as the company hires in new states
- Own resolution of compliance issues and claims (e.g., disability claims, unemployment filings), coordinating with legal counsel and vendors as needed
- Maintain accurate, up-to-date records of logins, filings, and documentation
- Partner with outside legal counsel and accounting/tax firms on employment compliance matters

Time & Attendance / Wage & Hour

- Educate managers and employees on hourly reporting requirements (including for salaried non-exempt staff) and meal/rest break compliance
- Work with internal stakeholders to systematize hour-reporting deadlines and reduce off-cycle payroll runs
- Support and help drive adoption of expense reimbursement policies and processes

HR Operations & Employee Experience

- Maintain employee files, offer letters, and contracts (W-2 and 1099)
- Serve as a point of contact for a dedicated HR inbox, particularly for state agency communications
- Participate in day-to-day team communications (Slack) to stay looped in on People-related needs
- Help run and coordinate payroll cycles alongside finance/ops stakeholders

**Requirements**

Required

- 5+ years of HR/People Operations experience, ideally including payroll administration and multi-state compliance
- Comfortable working independently, prioritizing across a broad and sometimes ambiguous project list, and driving issues to resolution
- Strong communicator who can work cross-functionally with founders, finance, and outside counsel
- Detail-oriented with a bias toward building clean, repeatable processes

Preferred

- Experience with Rippling or similar HRIS/payroll platforms
- Familiarity with an MSO/PC structure
- Mission-aligned and/or healthcare background

## Benefits

**Benefits**

- $80-120/hour, commensurate with experience
- Fractional engagement, 10-20 hours/week with potential to turn into full-time role
- Remote (US), with flexible scheduling
- Supportive, mission-driven team culture
