## Description

This is a great opportunity for a Business Development and Government Relations professional to work with an organization that has been supporting national nutrition and feeding programs for decades. The role offers the chance to build partnerships with government agencies and NGOs while helping expand access to nutrition products for children, infants, and mothers across the Philippines.

**Company Profile**

The company is a subsidiary of a non-profit organization committed to promoting nutrition security.

It was established in 1977 to develop and manufacture food supplements supporting national feeding programs. The organization primarily supplies its products to government agencies and non-government organizations (NGOs). Its policies and strategic direction are aligned with its parent non-profit entity, while maintaining a separate Board of Directors.

Today, the company offers a range of nutrition products for school-aged children, pre-school children, and more recently, specially formulated products for infants, as well as pregnant and lactating mothers. Since its establishment, it has supported the nutrition of hundreds of thousands of children nationwide.

**Duties and Responsibilities:**

**1\. Government Relations & Tender Management**

-   End-to-End Bid Management: Identify, evaluate, and prepare submissions for government tenders and public bidding opportunities (example: PhilGEPS).
-   Compliance Oversight: Ensure all bid documents, technical specifications, and legal requirements meet the strict standards of government procurement laws.
-   Liaison: Act as the primary point of contact for government agencies, regulatory bodies, and local government units (LGUs).
-   The candidate is expected to conduct fieldwork across Luzon and the Greater Manila Area, visiting government agencies such as the Department of Health (DOH), Department of Education (DepEd), National Nutrition Council (NNC), and Department of Social Welfare and Development (DSWD), as well as managing Emergency and Public Nutrition, Medical Nutrition, and Hospital Accounts

**2\. Strategic Sales & Revenue Growth**

-   Achieve sales targets by penetrating new market segments in both the private and public sectors.
-   Achieve and exceed monthly and quarterly sales targets through active prospecting and lead generation.
-   Conduct high-level presentations to key decision-makers, including government department heads and corporate executives

**3\. Relationship & Account Management**

-   Develop and maintain long-term relationships with existing and potential clients.
-   Act as the primary point of contact for key accounts, ensuring high levels of client satisfaction and retention.
-   Coordinate with the General Manager on pricing strategies and contract negotiations.

**4\. Market Intelligence & Strategy**

-   Monitor upcoming government projects, budget cycles, and policy changes that may impact business opportunities.
-   Analyze competitor bidding strategies to improve the Company’s win rate for tenders.
-   Monitor industry trends, competitor activities, and market shifts to provide actionable insights to the GM.
-   Assist the General Manager in formulating annual business development plans and sales forecasts.
-   Identify opportunities for service or product improvements based on client feedback and market needs.

-   Monitor and analyze consumer, retail, and market trends to identify opportunities relevant to government and institutional sectors

**5\. Administrative & Reporting**

-   Maintain an accurate CRM database of all leads, contacts, and sales activities for both private accounts and government agencies.
-   Prepare weekly and monthly reports for the General Manager, including sales pipeline updates, bid win/loss ratios, and performance metrics against revenue targets.
-   Manage the company’s PhilGEPS account and maintain a centralized, updated repository of all "Class A" eligibility documents (example: Business or Mayor’s Permit, Tax Clearance, SEC Registration, etc.).
-   Monitor and maintain a comprehensive Bidding Calendar to track publication dates, pre-bid conferences, and submission deadlines to ensure zero missed opportunities.
-   ·Ensure all contracts, proposals, and Technical/Financial Envelopes for bidding are accurate, fully compliant with the Government Procurement Reform Act, and aligned with Company standards.
-   Coordinate the submission of Performance Securities and other post-award requirements to ensure the timely issuance of the Notice to Proceed (NTP).

## Requirements

**Qualifications:**

-   Bachelor’s degree in Business, Public Administration, Administration, Marketing, or a related field.
-   Minimum of 1–3 years in Corporate Sales, Account
-   Management, or Business Development with a proven track record in Government Transactions.
-   Preferably someone with Government Transaction experience
-   Must be from FMCG, Manufacturing, Distributor, Pharmaceutical and Nutrition and Food company.
-   Understanding of the Government Procurement (or relevant local bidding laws) is an advantage.
-   Experience in preparing technical and financial envelopes for public bidding is an advantage
-   Strong written and verbal communication skills with excellent interpersonal abilities

**Fundamental requirements:**

-   Demonstrate ability to serve as a primary company representative in the institutional market, successfully driving engagement and business opportunities through strategic networking.
-   Deep understanding of the Government Procurement (or relevant local bidding laws).

**Skills:**

-   Expert-level documentation and attention to detail (critical for tender submissions).
-   Exceptional negotiation, closing, and relationship-building skills within the public sector.
-   Strong analytical mind with a focus on ROI and market trends.
-   Excellent communication and presentation skills (English and Filipino).

**Technical Proficiency**

-   Proficient in Google workspace and CRM software.

**Personal Attributes**

-   A self-starter who can work with minimal supervision; highly organized and results oriented.

**NOTE:**

An existing network of contacts within relevant government agencies is a significant advantage.
