**About the role**

The Finance Manager is the overall head of the finance function in the Country Office (CO), with full accountability for financial planning and budgeting, accounting and reporting, internal control, and statutory, donor, procurement and contracting and organizational compliance. The role ensures that the CO's financial operations are accurate, transparent, and delivered on time, that resources are safeguarded through a strong control environment, and that the Country Office meets all obligations to government authorities, donors, and the organization’s own policies.

The Finance Manager leads the corporate services team, provides financial analysis and advice to the Country Director and Senior Management Team to support decision-making, and acts as the primary liaison between the Country Office and the Regional/HQ finance functions on all financial and compliance matters.  **In this role you** **will :**

·       Lead preparation and consolidation of annual/quarterly operational and program budgets, and support donor proposal budgets and grant re-alignments, in liaison with the Country Director and Regional/HQ Finance.

·       Review budget vs. actual performance monthly, prepare variance analyses, and manage quarterly cash flow forecasts and annual spending plans.

·       Provide proactive financial analysis and advice to the Country Director and programme teams on budget utilization, burn rate, funding gaps, cost-effectiveness, and corrective actions required to support delivery

·       Ensure timely, accurate financial and management reporting to the Country Director, Regional Office, and HQ, with proper accounting treatment of restricted/unrestricted funds and cost allocations.

·       Oversee payment processing for vendors, partners, consultants ensuring accuracy, DoA compliance, and timely, well-documented payments.

·       Manage effective payroll processes for staff and consultants, ensuring accurate calculations, timely payments, compliance with local tax and social security laws.

·       Ensure the Country Office complies with all statutory and regulatory obligations, including tax filings, registrations and licenses, labour and social security requirements, EOBI and gratuity obligations, and the timely deposit and filing of tax withholdings.

·       Lead and coordinate statutory audits for the Country Office.

·       Maintain a strong internal control framework (payment approval workflows, segregation of duties, documentation standards) and review/approve payments per the Delegation of Authority.

·       Manage the Country Office's cash flow and bank accounts, including signatory changes, ensuring adequate liquidity and compliance with donor cash management and foreign exchange requirements.

·       Oversee the overall administration and IT in the country including facility management and  management of assets and inventories. .

·       Ensure all the contracts of Corporate Services are approved and signed before the expiry of the contract.

·       Supervise, mentor, and build the capacity of Country Office finance, procurement, and administrative staff, support onboarding/training, and provide surge support to other Country Offices as needed

## Requirements

**About you**

You will have a Bachelor's/ Master's degree in Accounting, Finance, Commerce, or related field; professional qualification (CPA, ACCA, CA, CMA, or equivalent) is required.

At least 8–10 years progressive experience in accounting and financial management, including 3–5 years in a senior finance leadership role, ideally with INGO/multi-donor exposure.

Solid knowledge of accounting standards, donor compliance, budgeting, and internal control frameworks, audit and statutory compliance  in an international development context.

Experience managing finance teams and providing oversight of procurement, payroll, administrative, and/or partner financial-management functions.

Knowledge of Pakistan’s tax, labour-related financial obligations and applicable provincial social-security requirements, would be an advantage.

Must have Strong ERP / Excel skills and knowledge of donor compliance and grant financial management.

You will also come with strong people management, communication, and cross-cultural collaboration skills.

Excellent stakeholder-management, influencing, negotiation, and communication skills, with the ability to engage effectively with donors, auditors, banks, government authorities, legal counsel, partners, and Regional/HQ teams.

Language Skills: Fluent English and Urdu. Fluency in any other language spoken in the country will be an asset.
