## Description

**General Position Summary**

Osaka Gas Asset Management (OGAM) provides asset management services to a fleet of combined cycle power plants within the Osaka Gas USA power generation portfolio.

OGAM services include energy, commercial and plant operations management for prudent asset management of the fleet. In addition to that OGAM also provides asset management services to third-party owned power project interests.

The Performance Engineer will be responsible for performance, reliability and optimization of a fleet of two fossil power plants capable of producing over 2,500 MW of electricity in PJM region. The position is responsible for monitoring, analyzing and improving performance, reliability, availability and operational risk through the application of performance engineering, reliability engineering, predictive analytics and condition monitoring techniques.

The Performance Engineer will identify and develop tools used to analyze operating asset performance, conduct data analysis to identify opportunities for efficiency and reliability improvements, support root cause investigations, and develop recommendations to optimize plant operations, maintenance strategies and lifecycle asset management.

**Essential Job Functions**

**Performance and Reliability Monitoring**

• Track and coordinate metrics to identify and resolve key plant performance issues/failures. Support root cause analysis, provide technical support and coordinate third party resources to mitigate issues which have the greatest financial impact. Drive the improvement of tools used to support these activities. Report results for the Osaka Gas Asset Management team.

• Track, coordinate, and report fleet outage schedules, incidents, and performance metrics. Develop tools to support these activities. Coordinate between Plant Staff and other Osaka Gas Asset Management teams including Operations, Commercial and Energy Management.

• Develop fleet performance metrics and coordinate with plants to achieve these metrics.

• Be the primary GADS, OSI-PI and EtaPRO administrator. Submit data to various ISOs. Manage O&M service provider to provide accurate and timely data for review and submittal.

• Partner with Director of Plant Operations, Plant Managers and other technical experts to implement solutions which optimize plant operations to meet key performance indicators.

• Perform analysis of power generating fleet using GADS, EtaPRO and OSI-PI data using analytical tools such as Power BI, Tableau or Python.

**Plant Optimization and Condition Monitoring**

• Maintain plant configuration control by advocating for site’s Design Basis and perform equivalency modifications for obsolete equipment with third-party engineering firm and site plant engineer.

• Performance audits, observations, surveys and assessments of plant activities such as maintenance and operations.

• Identify and evaluate opportunities to improve heat rate, plant efficiency, capacity factor, startup reliability and operational flexibility.

• Develop performance dashboards and digital tools to provide plant health checks.

• Coordinate and manage under direction of Director Plant Operations, third-party engineering resources for design deliverables and technical requirements for assigned projects including coordinating with OEMs for management of CSA/LTSA/LTMA.

• Coordinate with Plant Managers in OGAM fleet for input on project scope, technical deliverables and performing walkdowns at the plant for assigned projects.

• Develop and manage under direction of Director Plant Operations project budgets, schedules, execution plans and risk registers.

• Coordinate RFP processes, bid evaluations, and administer project contracts ensuring compliance, change management, and performance obligations.

## Requirements

**Education**

• Bachelor or Master of Science or Engineering in Electrical or Mechanical Engineering from an ABET accredited program in the US with a strong academic foundation in power systems, energy, industrial facilities or related engineering disciplines.

**Experience**

• Minimum of three to seven years’ experience in power generation, industrial facilities, or engineering services supporting performance engineering, reliability engineering, maintenance engineering, plant optimization, or asset management functions.

• Experience with thermal performance analysis of gas turbines, steam turbines, HRSGs, or balance-of-plant systems is preferred. Experience with predictive maintenance technologies, condition monitoring systems, reliability analysis, root cause failure investigations, and performance data analytics is highly desirable.

**Skills**

• Understanding or ability to learn of GADS, OSI PI, EtaPRO and/or typical industry data collection and analysis tools.

• Understanding or ability to learn of Power Plant or Industrial Plant processes and equipment and the interrelationships between them.

• Overall understanding of Power Plant operations

• Ability to effectively communicate with peers, employees, contractors/vendors in an understandable, clear and consistent manner

• Risk management - able to exercise good judgment on the utilization of resources.

• Knowledge of root cause analysis and proficiency in technical report writing.

• Proficient in the use of PC, and Windows & Microsoft Office applications with particular emphasis on spreadsheet, scheduling, equipment performance and word processing programs.

• Knowledge of programming languages like Python, Visual Basic, or similar structured programming languages

• Strong written and verbal communication skills.
