Purpose of the Role

PASHA Financial Holding is participating in a national program to develop data center and AI infrastructure capacity in Azerbaijan. The program involves building and operating GPU data centers, establishing a sovereign cloud platform, and engaging global technology partners including major hyperscalers and AI infrastructure providers.

The AI Infrastructure Lead (internally titled Head of Digital Infrastructure Program) is responsible for running the day-to-day execution of this initiative, carrying full operational accountability for the program's progress. This means managing workstreams with confidence, engaging stakeholders independently at a working level, producing substantive analytical and written outputs, and exercising sound judgment on operational matters — while strategic direction and senior-level positioning remain with PASHA Financial Holding leadership.

Strategic Context

Azerbaijan is pursuing a significant digital infrastructure program aimed at establishing sovereign AI and cloud data center capacity in the country. The initiative is designed to position Azerbaijan as a regional hub for data center and AI infrastructure, serving demand across the Caucasus and Central Asia.

PASHA Financial Holding is a core participant in this program alongside government ministries and a broader consortium of local and international partners. Multiple commercial tracks are active in parallel — including negotiations with hyperscalers, GPU data center developers, and cloud infrastructure providers. Total investment across phases is expected to exceed USD 500 million.

The program operates at the intersection of government policy, commercial deal-making, and infrastructure development. It requires someone who can navigate institutional relationships, manage competing priorities, and produce clear outputs under time pressure.

Key Responsibilities

Program Management and Governance

• Own and run the program governance structure — working group meetings, decision log, action register, and milestone tracking across all active workstreams

• Identify blockers, escalate risks early, and keep workstreams moving without waiting to be directed

• Coordinate across PASHA, government ministries, and consortium partners on a day-to-day basis

• Manage the engagement of specialist advisors and workstream leads, ensuring their outputs are delivered on time and to standard

• Maintain clear and up-to-date program documentation accessible to senior leadership and government stakeholders

National Vision and Strategic Positioning

• Help develop a strategy document defining Azerbaijan's positioning as a digital infrastructure hub — compiling research, benchmarking comparable countries, and preparing structured inputs for senior leadership review

• Support senior leadership in assessing different positioning options — transit hub on the Digital Silk Road, sovereign AI compute, regional disaster recovery, neutral data hosting, hyperscaler gateway for Central Asia — by organizing findings and summarizing trade-offs

• Support preparation of ministerial briefs under senior leadership direction

• Help maintain and update the investor and partner narrative as directed by senior leadership

Regulatory and Legislative Support

• Map Azerbaijan's current regulatory environment against what major hyperscalers and international investors require — covering data privacy law, data localization rules, cloud certification, security standards, tax incentives, and investment framework

• Work with legal experts to produce a document with specific recommendations on legislative and regulatory changes needed to enable cloud and data center investment, with reference to comparable jurisdictions and responsible ministry assignments

• Work with relevant government legal teams on data privacy law, data residency frameworks, and international adequacy certifications

Stakeholder Engagement

• Engage government counterparts and commercial partners independently at a working level — managing information flow, following up on commitments, and preparing the ground for senior meetings

• Prepare briefing notes, meeting packs, and follow-up materials for senior leadership ahead of high-level engagements

• Represent the program in working-level meetings and workshops, with senior leadership present for strategic discussions

• Build and maintain reliable working relationships across the partner and stakeholder ecosystem

Analytical and Written Output

• Prepare well-structured analytical work to support leadership decision-making — partner assessments, workstream summaries, option comparisons, and due diligence tracking

• Draft and maintain key program documents including status updates, investment memos, and partner briefings

• Track and compare commercial term sheets and partner proposals, flagging material differences and potential conflicts for leadership attention

• Research relevant topics — comparable country programs, regulatory developments, partner capabilities — and translate findings into clear, usable outputs

Scope of Authority

• Workstreams: Full ownership of day-to-day execution across all active workstreams

• Decisions: Independent authority on operational and coordination matters; strategic decisions aligned with leadership

• Budget: No direct budget authority; supports preparation of recommendations for leadership approval

• Partners: Independent engagement at working level; senior meetings supported by leadership

• Documentation: Owns all program documentation, trackers, and filing

Key Relationships

• PASHA Financial Holding Leadership: Primary reporting line; strategic alignment and escalation

Key Success Metrics (First 12 Months)

• Governance framework live: governance framework fully operational from an early stage, all working groups meeting on a defined cadence, decision log updated promptly after each meeting, and no open actions left unresolved beyond an agreed timeframe

• Regulatory gap analysis: full mapping of Azerbaijan's regulatory environment against investor and hyperscaler requirements completed and signed off by senior leadership

• Digital hub vision document: coordinate with senior leadership and external consultants to drive production of the vision document, managing the workplan, consolidating inputs, and keeping the process on track through to a final delivered output

• Legislative roadmap: work with senior leadership and legal consultants to drive delivery of the legislative roadmap, organizing workstreams, tracking inputs from relevant ministries and advisors, and consolidating recommendations into a structured final document

• Partner negotiation support: all active hyperscaler and infrastructure partner negotiations supported with up-to-date briefing materials, term sheet comparisons, and conflict flags, with no negotiation meeting proceeding without a prepared brief from this role

## Requirements

Required:

• 5+ years of experience in program or project management within infrastructure, technology, investment, or a professional services environment

• Demonstrated ability to run complex, multi-stakeholder workstreams independently and keep them on track

• Strong analytical and written communication skills — able to produce clear briefing notes, structured analyses, and concise status updates for senior audiences

• Demonstrated ability to exercise independent judgment on operational matters and escalate risks appropriately

• Experience engaging government or institutional stakeholders at a working level

• Ability to operate effectively in ambiguous, fast-moving environments with evolving priorities

Preferred:

• Prior exposure to data centers, cloud infrastructure, or digital economy programs

• Background in strategy consulting, investment, infrastructure advisory, or a similarly rigorous analytical environment

• Familiarity with the Caspian, Central Asia, or Middle East region; experience with post-Soviet institutional environments is an advantage

• Fluency in English required; proficiency in Azerbaijani and/or Russian is an advantage
