# Technical Supervision Engineer > Prevail · Kyiv, Ukraine · Full-time · Posted 2026-09-28 **Workplace:** on_site **Department:** Projects ## Description We are seeking an experienced Clerk of Works / Technical Supervision Engineer (Інженер з технічного нагляду) to join our project team in Kyiv. The works are the reconstruction of an existing medical building, at Consequence Class CC2,. The scope covers demolition and strip-out, engineering networks and external works, structural reconstruction, fit-out, testing and commissioning.  You will report to the Senior Clerk of Works and work daily alongside the Project Manager. You are our own technical control on site. You inspect and accept the works before they are presented to anyone else, you release hold points in writing, and you are the only person who may close a non-conformance. The post is full time on site from the start of works, through to the end of the defect rectification period.  The post sits inside our own organisation and is separate from the statutory Technical Supervision function, which under Ukrainian law is the Client’s responsibility and is performed here by an independent Technical Supervisor that only the Ukrainian Client may authorise. You will work alongside that Supervisor and the Author Supervisor and make their work possible. You will not perform their statutory role or stand in for it.  This role involves close coordination with the sub-contractor’s construction manager, engineers and trades, with the Author Supervisor and the Technical Supervisor, and with hospital staff, on a site that stays in clinical use throughout. Applicants with experience of Ukrainian state-owned sites and former military personnel, are encouraged to apply. ## Requirements **Responsibilities/ deliverables:**  Additional tasks may emerge, but primary responsibilities will include:  **Acceptance and quality control**  - Accept each Inspection and Test Plan before the work starts, and release hold points in writing. Work taken past a hold point you have not released is a non-conformance whatever its quality.  - Inspect the works daily against the design baseline and the accepted method statements, and either accept or reject. Raise non-conformances, and close them on evidence of rectification.  - Witness and accept testing and commissioning, and arrange attendance by the Technical Supervisor and the customer at the same points so one sequence serves everybody.  - Stop the works where safety or patient welfare requires it.  - Monitor workmanship to minimise defects and rework, ensuring materials are fit for purpose and meet project specifications.  **Statutory records**  - Verify that an act of hidden works ‘certificate of inspection of hidden works’ is signed before any element is covered, with a photographic record indexed to location and drawing revision. A structure that is correct but undocumented cannot be accepted.  - Check that the general works journal, the Author Supervision journal and the Technical Supervision journal are current, and that the executive documentation ‘as-executed documentation’ is complete as it is produced.  - Verify as-built information against the installation and compile the acceptance evidence.  **Supervisors, design and materials**  - Hold the day-to-day interface with the Technical Supervisor and the Author Supervisor. Give notice from the four-week look-ahead, present only work we have already accepted, and verify the closure of every finding.  - Keep the design query register. Route discrepancies in the design to the Author Supervisor for a written answer, and hold the affected work until it arrives.  - Verify country of origin to source for every material and item of equipment before it is built in. Nothing manufactured in or supplied from Russia, Belarus or Iran may be used, and a supplier’s own declaration is not sufficient evidence.  - Inspect deliveries against the accepted submittal and certification, and quarantine and remove anything that does not conform.  **Progress, reporting and handover**  - Record verified physical progress in the Site Progress Tracker, and reconcile measured quantities with the Technical Supervisor’s verification before any payment claim is made.  - Liaise with architects, engineers, contractors, and subcontractors to monitor construction progress, resolve issues, and ensure quality standards are met.  - Carry out the daily site safety and security inspection with the Safety Manager, observe the workforce briefing, and deputise for the HSE, Security and Risk Manager when required.  - Own a defined set of project assumptions and risks, and validate each by its due date. Several fall due within 45 and 60 days of contract award.  - Accept or reject each system and zone from the sub-contractor at handover, control the defects and snagging register, and verify every rectification through the three-month defect rectification period. Respond to any complaint from the hospital within the working day.  - Ensure compliance with all relevant Ukrainian statutory regulations, DBN standards, laws, and health & safety standards. Prior experience with British or international regulations is desirable. You:  You will have previous experience and qualifications in the following areas:  - Minimum 5+ years of recent construction experience in Ukraine, with strong knowledge of Ukrainian construction regulations, standards and processes. Experience of reconstruction at CC2, and of building inside a hospital or other facility that stays in use, is a strong advantage.  - A current Ukrainian qualification certificate as a technical supervision engineer, held at Engineer Category I, which covers consequence class CC2. Leading Engineer, covering CC3, is preferred. We verify the certificate before confirming any offer.  - Higher education in construction or related technical fields (Bachelor’s, Master’s or Specialist Degree). The diploma must confirm qualifications in construction, architecture or engineering.  - Current Ukrainian occupational safety training as the Law of Ukraine ‘On Labour Protection’ requires. An international safety qualification, such as NEBOSH IGC or IOSH Managing Safely, is desirable.  - Practical command of the Ukrainian statutory construction record: acts of hidden works, executive documentation, material and equipment passports, and the site journals.  Other requirements:  You will also meet the following essential requirements, and may meet some or all of the following desirable requirements:  - **Essential – Based on site in Kyiv, full time, from the start of works. Site hours are Monday to Saturday, 08:00 to 18:00.**  - **Essential – Fluent Ukrainian (written and speaking) and near fluent English (written and speaking). The statutory records are kept in Ukrainian and reporting to our customer is in English.**  - **Essential – Able to provide a clean criminal record certificate issued by the Ministry of Internal Affairs of Ukraine.**  - **Essential – A valid military registration document, produced at the point of offer as Ukrainian law requires.**  - **Desirable – Experience of international projects.**  - **Desirable – Experience of projects delivered on Ukrainian state-owned or operated sites.**  - **Desirable – Site leadership training (IOSH Managing Safely or UK-style SSSTS).**  - **Desirable – Familiarity with UK construction management practice, which we apply as a company standard where it goes beyond the Ukrainian minimum.**  **The appointment:**  This is a fixed-term appointment tied to the project, expected to run for around 24 months from contract award through to the end of the defect rectification period. The start date is contract award, expected in October 2026, and conditional offers will be made before then.  The post is named to our customer as key personnel. Once the contract is signed, replacing the post-holder needs the customer’s written approval, so we are looking for someone who will see the project through.
