## Description

Procon is a top-ranked construction management and technology consulting firm with 25 years of experience delivering high‑impact projects across the U.S. and worldwide. Procon is seeking a Project Manager / Construction Manager to provide owner-side management for assigned projects and facilities at a federal job site. In the early milestones, this position serves as the principal day-to-day Project Manager. It integrates requirements, design, schedule, cost, risk, security, and Government coordination to move assigned projects toward construction. As the program moves into construction, the position transitions into a Construction Manager role. It provides direct field awareness of construction status, PDB performance, interfaces, schedule, quality, safety, changes, and closeout.

## Requirements

### Qualifications and Skills

- Progressively responsible experience managing complex design and construction projects or programs. This includes integrating scope, requirements, schedule, cost, risk, technical coordination, stakeholder decisions, construction, and closeout.
- Construction management experience providing day-to-day field coordination, progress assessment, issue identification, records, change fact development, and turnover support on projects of comparable complexity.
- Technical experience that matches the facilities or work areas assigned.
- Demonstrated ability to prepare decision-ready recommendations and coordinate multiple functional disciplines.
- Ability to work full time on site at the federal site, and to obtain and maintain installation access.
- Federal, DoD, or Air Force experience, including work on an active installation.
- Collaborative design-build or Progressive Design-Build experience.
- Experience with airfields, utilities, hangars, secure facilities, or multi-project campuses.
- PMP or related project management credential, or a degree in engineering, construction management, architecture, or a related field.
- Experience with Kahua or a comparable PMIS, and with Primavera P6 schedules.

### Responsibilities and Duties

- Manage assigned projects on behalf of the OA, keeping an integrated view of scope, requirements, schedule, cost, risk, design, construction, security, commissioning, and turnover.
- Coordinate OA technical and functional staff, and keep direct working relationships with AFCEC and customer representatives.
- Track issues, actions, RFIs, decisions, and matters requiring customer coordination and response.
- Identify issues that need escalation, and route each one to the correct Government authority level.
- Maintain Government need-by dates and identify the consequences of delayed decisions.
- Coordinate PDB RFIs and Government responses. Review and finalize customer-drafted responses for completeness, consistency with requirements, and required concurrence.
- Capture final approved RFI responses and decisions in Kahua through the applicable workflow.
- Coordinate changes, potential changes, and requirements issues affecting project execution.
- Support project governance, executive reporting, risk coordination, and PDB performance evaluations.
- Maintain routine onsite field presence and coordinate owner-side construction activities.
- Monitor progress, sequencing, logistics, access, utilities, outages, tie-ins, and field conditions on an active flightline and installation.
- Coordinate with Quality Assurance personnel without duplicating QA inspection responsibilities.
- Identify issues affecting schedule, cost, quality, safety, security, commissioning, or turnover.
- Coordinate RFIs and field technical issues with Document Controls and technical specialists.
- Support change evaluation and field fact development.
- Coordinate Government and PDB field meetings.
- Prepare Construction Management Daily Reports and other CM records. Reference QA records rather than duplicating inspection documentation.
- Support monthly progress validation and payment evaluation.
- Elevate material issues through the Group 3 Lead.
- Closeout and Turnover
- Keep facility-level visibility of physical completion, remaining work, deficiencies, punch-list items, corrective work, inspections, and record information.
- Support reconciliation of PDB-reported completion with observed field conditions.
- Coordinate commissioning and turnover readiness with Group 3 and the applicable functional leads.
- Keep complete project records in coordination with Document Controls and the PMIS team.
