Procon seeks an experienced Quality Assurance Representative (QAR) / Senior Construction Representative to support the Kentucky Lock Addition Mega Project, a major civil works infrastructure program. This night-shift, onsite position provides construction oversight, field inspection, quality assurance, and documentation support to help ensure contractor compliance with project plans, specifications, safety requirements, quality standards, and contract requirements.

The ideal candidate has extensive experience in heavy civil construction, field inspection, and construction quality assurance. USACE, locks and dams, navigation, marine, or major infrastructure project experience highly preferred. This role requires various skills and experience as listed below.

## Requirements

### Qualifications and Skills

-   Minimum 15 years of construction industry experience.

-   High School Diploma or equivalent.

-   OSHA 30-Hour Construction Certification.

-   Valid driver's license.

-   Demonstrated experience performing field construction and quality assurance inspections.

-   Experience reviewing Contractor Quality Control (CQC) reports and monitoring contractor compliance.

-   Ability to read and interpret construction plans, specifications, and as-built drawings.

-   Working knowledge of EM 385-1-1 and OSHA Construction Industry Regulations (29 CFR 1926).

-   Ability to identify construction deficiencies, document findings, and monitor corrective actions.

-   Ability to work independently and effectively in an active construction environment.

-   Previous U.S. Army Corps of Engineers (USACE) construction oversight experience preferred.

-   Heavy civil construction experience, particularly with locks, dams, navigation structures, and major infrastructure projects preferred. Experience with mass concrete, marine construction, deep foundations, and cofferdams preferred.

-   Construction Quality Management for Contractors (CQM-C) certification preferred.

-   First Aid/CPR certification or ability to obtain within the first two months of performance preferred.

### Responsibilities and Duties

-   Conduct daily field inspections to monitor construction quality, workmanship, materials, installation, and testing for compliance with contract requirements.

-   Review contractor Quality Control (QC) reports for accuracy, completeness, and compliance with project requirements.

-   Identify, document, and track construction deficiencies and corrective actions through resolution.

-   Perform quality assurance surveillance of the contractor’s Quality Control Program.

-   Prepare, enter, and maintain Daily Quality Assurance Reports (QARs) in the USACE Resident Management System (RMS) within required timeframes.

-   Attend quality control meetings, safety meetings, progress reviews, and construction conferences.

-   Participate in Activity Hazard Analysis (AHA) reviews and risk management discussions for critical construction activities.

-   Review submittals, RFIs, as-built drawings, plans, specifications, modifications, and other construction documentation.

-   Support progress payment reviews and monitor contractor responses to RFIs and deficiency correction efforts.

-   Conduct labor standards interviews and payroll reviews as required.

-   Support final inspections, punch-list verification, corrective work, and project closeout activities.

-   Maintain accurate project files, quality records, deficiency logs, RFIs, and contractor action tracking.

-   Prepare draft correspondence, reports, and technical recommendations for Government review.

-   Ensure project documentation is accurate, current, and maintained in RMS in accordance with USACE requirements.
