**A. Context**

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a global service provider in the field of international cooperation and capacity building for sustainable development. In Northern Mozambique, GIZ is supporting bilateral cooperation in the area of“Peace and Social Cohesion” since 2022. The project “Nexus Norte – Support to forcibly displaced persons and host communities” is implemented jointly with the United Nations High Commissioner for Refugees (UNHCR). It is commissioned by the German Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschafliche Zusammenarbeit und Entwicklung, BMZ) with the objective to improve the living conditions of forcibly displaced persons and members of host communities in the provinces of Nampula and Cabo Delgado. Nexus Norte works along three outputs, seeking to (1) strengthen capacities for coordinated service delivery across the Humanitarian Development Peace (HDP) Nexus, (2) providing opportunities for technical and vocational education and training (TVET) and income-generating activities and (3) strengthening the preconditions for a peaceful coexistence between different groups.

In order to support project activities in the sector, GIZ is recruiting an **Economic Inclusion and Agribusiness Advisor in Pemba, Cabo Delgado.**

The Agribusiness and Income Generation Advisor is responsible for developing, implementing and monitoring strategies that improve agricultural related income generation measures that build the resilience of small holder farmers particularly Internally Displaced Persons and host communities in selected districts of Nampula and Cabo Delgado. The role will focus on increasing the income of displaced people by supporting their access into agricultural value chain processes and creating alternative income sources to build household resilience. The actions must include adaptation and provision of gender and psychosocial approaches in direct collaboration with UNHCR and other project implementation partners to guarantee the support to women, especially GBV and other sextortion survivors in all project activities. This position reports to the Deputy Project Manager with regular travel within the country.

**B. Main activities**

**1\. Agricultural value chains and income generation:**

-   Conduct localized value chain analyses in selected districts to identify profitable opportunities for IDPs and host communities.
-   Facilitate the coordination of relevant government and non-government partners that provide technical assistance to producer groups and other value chain actors on topics such as production, post-harvest handling and quality control.
-   Through implementing partners, promote client smart agricultural and alternative livelihoods to reduce dependence on single production.
-   Develop and implement alternative income generation measures such as small businesses that would respond to the basic needs of IDPs and host communities as appropriate.

**2\. Private sector engagement and partnerships**

-   Serve as the project's Focal Point for private sector engagement, in collaboration with other GIZ projects.
-   Identify and facilitate engagement with private sector companies to maintain fair out grower agreements that would support the provision of production, marketing and financing inputs where possible.
-   Build partnerships with other stakeholders and projects to scale interventions.

**3\. Access to finance and financial literacy**

-   Support access to community-based financing schemes (e.g. Village Savings and Loan Associations, revolving funds) and trainings on financial literacy, savings etc.

**4\. Inclusion, gender and protection**

-   In coordination with UNHCR and its implementing partners, ensure the inclusive economic participation of women and youth, especially GBV survivors and other sextortion victims, through gender-transformative and psychosocial approaches.

**5\. Partner, grant and consultant management**

-   Guide and monitor grantees, local subsidies and contracted consultants, including drafting terms of reference, financial agreements and contracting documents.
-   Train partner staff on institutional capacity strengthening and advise on policy, quality assurance and regulatory issues affecting the target group.

**6\. Internal Advisory, planning, monitoring and knowledge management**

-   Operational planning and supporting the planning and monitoring of project expenditure related to Agribusiness and Income Generation Output.
-   Advise project staff and stakeholders on policy development, quality assurance and regulatory reforms particularly where these have a direct effect on the project’s target group.
-   Support the MEL team in collecting disaggregated outcome and output data with implementing partners.
-   Documentation of best practices and contribution to communication needs of the project within the project team and with partners. This will also include sharing sector specific updates and following up on relevant debates/advances to the sectors.
-   Provision of necessary documentation and support to the Finance and Administration team in relation to project led events, training, workshops, forums, team meetings and other project activities.

**C. Qualifications and specialist knowledge**

**Educational qualifications**

-   Bachelor's degree in Agribusiness, Agricultural Economics, Economics, Business Administration, Rural Development or a related field; Master's degree an asset

## Requirements

**Professional experience**

-   At least 5 years of professional experience in economic inclusion, agribusiness, value chain development or livelihood programming
-   Proven experience working with smallholder farmers and rural SMEs in a displacement context
-   At least 2 years of experience implementing programmes in northern Mozambique (Cabo Delgado and/or Nampula)
-   Experience in private sector engagement, including out-grower or contract farming arrangements
-   Experience facilitating community-based savings and credit mechanisms (e.g. VSLAs) and financial literacy training
-   Experience managing implementing partners, grants and consultants, including drafting terms of reference and contracts
-   Experience in gender-responsive and protection-sensitive programming; familiarity with coordination with UN agencies an asset
-   Proven ability to plan, monitor and evaluate livelihood activities, including collection of disaggregated data

**Other competencies**

-   Strong management, organizational and facilitation skills
-   Good command of MS Office
-   Fluency in English and Portuguese; knowledge of Emakhuwa, Kimwani or Shimakonde an asset
-   Familiarity with GIZ/BMZ or other donor procedures an asset
-   Willingness to travel and work in a volatile security environment
