Closing date for applications: **October 11, 2026** **The cover letter and CV should be in a single file including relevant annexes.** **A.   General Introduction:** On behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), the Global Programme BACKUP Health aims to improve the efficiency of globally financed health services in selected partner countries, particularly for integrated HIV, TB and malaria (HTM) measures. This takes the form of (i) the identification of financing options for the integration of HTM into general health systems, (ii) the bundling of disease-specific health services in integrated HTM approaches and their integration into general (especially primary) health care, and (iii) an improvement in the conditions for the local production of HTM-relevant health products in Africa. The project is highly relevant in the light of the overall decline in global health funding and the pressure on partner countries to use all available resources more efficiently and strategically. A new phase of BACKUP Health began on 01.01.2026 until 31.12.2028, with expanded operations in eight countries in Africa and Central Asia. We are seeking a national adviser for Mozambique with experience in the field of health financing with good knowledge of Global Health Initiatives, particularly the Global Fund for HIV, TB and Malaria, to support in-country operations. **B.   Description of Tasks** The advisor's main responsibility will be to strengthen sustainable financing for HIV, TB and Malaria (HTM) in Mozambique and to promote HTM integration into the national health system, particularly in light of the transition away from Global Fund to Fight AIDS, Tuberculosis and Malaria financing. The main political partner of the project is the Ministry of Health (MISAU). **Your Core Tasks** - Engage with and involve relevant national and international stakeholders and coordination groups in health financing in Mozambique. - Provide strategic advice on sustainable financing options in the context of The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) grant development and implementation, i.e. innovative financing solutions, efficiency, sustainability, costing, benefit package, regulatory or management aspects, public financial management (PFM), domestic resource mobilization; social health protection, social contracting, etc. - Identify, plan, implement and monitor technical support measures for BACKUP Health that advance the integration of HIV, TB and Malaria into the health system in Mozambique, involving relevant national partners and based on in-depth knowledge of the stakeholder landscape, particularly in light of the decline in external financing for health (e.g. through direct technical support, consultancies, service contracts or grants, according to pre-defined programme criteria and according to the results logic of BACKUP Health). - Manage partnership, advice to and dialogue with country stakeholders (government and development partners), as well as the Country Teams of the Global Fund and other Global Health Initiatives at country level. - Keep track of developments of global financing mechanisms in the country besides the GFATM, such as GAVI, GFF; the World Bank and WHO.Engage in relevant networks (e.g. the P4H network) and exchange platforms (e.g. health financing technical working groups) geared towards aligning national health financing activities. - Contribute to effective programme steering of BACKUP Health Programme, including monitoring and evaluation, knowledge management, communication, learning and innovation. - Coordinate closely with the implementation manager (DV), the GIZ country office and BACKUP HQs team and make use of synergies with projects in the bilateral and regional cooperation implemented in Mozambique and collaborate with the other countries supported by the BACKUP Health programme, as well as the Global Fund country team for Mozambique. **Other tasks/ Additional Tasks** - Supporting the preparation of **technical analyses, reports and briefing notes** related to health financing and health systems strengthening. - A**ctive participation in technical meetings, workshops and stakeholder consultations** with national and international partners. - Contributing to **monitoring, evaluation and reporting processes**, including the collection and analysis of relevant data and preparation of progress reports. - Perform other relevant tasks assigned by programme coordination or project management according to operational and strategic needs. ## Requirements **Qualifications and specialist knowledge** - Postgraduate education at Master’s (or equivalent degree) level in relevant areas such as health financing, health economics, public health, global health, health systems management, economics, development studies, or a relevant field. - At least 10 years of professional experience in supporting national health programs or social service provision with a focus on financing and public financial management, preferably with strong experience in the health sector and in cooperation with government institutions MISAU and MEF). - Preferably, demonstrated experience with Global Fund grants and/or German Development Cooperation and/or other international organizations (bilateral technical cooperation, consultancy firms, multilateral agencies etc.), preferably in the field of health financing. - Several years of experience in institutional capacity strengthening and organizational development at national and sub-national levels with focus on PFM, health finance and/or social protection. - Demonstrated experience in financing and PFM design, analysis evaluation, translating evidence into policy recommendations, operational guidance, governance, multisectoral coordination involving government institutions, civil society, and development partners. - Experience working in Mozambique, demonstrated familiarity with the country's institutional architecture for governance and financing. - Verified working experience in the independent execution of tasks. - Business fluent (spoken and written) in Portuguese and English. **Other Knowledge/ Skills** - Highly motivated professional with ability to work in a team, organizational talent, strong managerial and organizational competence, intercultural competence and very good communication skills. - Excellent interpersonal skills and ability to effectively interact in complex cooperation systems with various stakeholders (including senior government officials, civil society and key population representatives, project implementers and beneficiaries). - Very good working knowledge of ICT and computer applications (e.g. MS Office 365). - Knowledge of the national digital HF management systems and resource mobilization and expenditure tracking tools used in the country. **Notes**  - This is a national position. - The application must contain the Curriculum Vitae (with at least three professional references), a cover letter describing your motivation and your qualifications for the position, relevant diplomas and certificates. - The Curriculum Vitae and cover letter must be in a single file, including relevant attachments. - We encourage women, people with disabilities and minority groups to apply for this position.
