**About Street Child**

**Street Child in Mozambique:** Since 2019, Street Child has been delivering integrated education, child protection, and livelihood support in crisis-affected areas of Mozambique, particularly in Cabo Delgado. To date, we have reached over 141,000 children and engaged more than 24,000 caregivers, supporting children to be safe, in school, and learning in contexts affected by conflict, displacement, and climate shocks. Our programmes combine accelerated learning, teacher training, and school rehabilitation with community-based protection, case management, and mental health and psychosocial support (MHPSS). We have also pioneered accelerated learning approaches, with up to 91% of out-of-school children reintegrated into formal education, and contribute to strengthening resilient, government-aligned education systems.

**Part 1:  Role Purpose:**

The Senior Finance & Admin Officer will support the financial and administrative management of Street Child’s operations in Mozambique, ensuring strong financial systems, effective administrative processes, accurate reporting, and efficient operational support across the country portfolio.

The role will work closely with the Country Director, programme teams, and partners to ensure that finance and administration systems are efficient, transparent, and compliant with Street Child and donor requirements. This includes oversight of financial planning, accounting, cash management, procurement support, office administration, asset management, and financial reporting, as well as supporting proposal development and programme budgeting.

The Senior Finance & Admin Officer will also play a key role in strengthening financial capacity within the team and among local partners, ensuring that financial systems support high-quality programme delivery in complex and resource-constrained environments.

**Part 2: Key Responsibilities**

**General Responsibilities:**

-   Comply with Street Child policies, procedures, and financial standards
-   Ensure strong financial governance and accountability across operations
-   Support programme teams to deliver activities in line with approved budgets
-   Contribute to organisational learning, planning, and reporting
-   Uphold high standards of integrity, confidentiality, and professionalism
-   Ensure efficient administration and operational support systems across country operations

**Specific Responsibilities:**

**a. Financial Management & Accounting**

-   Ensure timely and accurate recording of all financial transactions
-   Maintain accounting systems, ledgers, and supporting documentation
-   Monitor cash and bank balances to ensure adequate liquidity for operations
-   Oversee petty cash management and ensure compliance with procedures
-   Ensure all financial records are complete, accurate, and audit-ready

**b. Budgeting & Financial Planning**

-   Support development of programme and country budgets
-   Work closely with programme teams to ensure realistic and cost-effective budgeting
-   Monitor expenditure against budgets and provide regular variance analysis
-   Support budget revisions and realignments in line with donor requirements
-   Contribute to financial forecasting and cashflow planning

**c. Financial Reporting & Compliance**

-   Prepare accurate and timely internal and donor financial reports
-   Ensure compliance with donor regulations and Street Child financial policies
-   Support programme teams in understanding and meeting financial requirements
-   Maintain strong financial controls and ensure adherence to procedures
-   Support audits (internal and external) and ensure timely follow-up on recommendations

**d. Partner Finance Support & Capacity Strengthening**

-   Provide financial oversight and support to local partners
-   Review partner financial reports and supporting documentation
-   Build partner capacity in financial management, reporting, and compliance
-   Conduct partner financial monitoring visits and spot checks
-   Ensure partner compliance with donor and organisational standards

**e. Procurement & Operational Finance Support**

-   Support procurement processes to ensure compliance with Street Child policies
-   Work closely with programme and logistics teams on financial aspects of procurement
-   Ensure value for money and proper documentation in procurement processes
-   Support asset management and financial tracking of equipment
-   Support administration and documentation of supplier contracts, service agreements, and lease agreements
-   Ensure proper filing and maintenance of procurement and administrative documentation

**f. Payroll, Tax & Regulatory Compliance**

-   Oversee payroll processing and ensure accuracy and timeliness
-   Ensure compliance with local tax regulations and statutory requirements
-   Support management of staff benefits and related financial processes
-   Ensure all statutory payments are made on time
-   Support work permit, visa, and statutory documentation processes where required
-   Ensure personnel and administrative records are properly maintained and securely filed

**g. Systems Strengthening & Team Support**

-   Strengthen financial systems and procedures across the country programme
-   Provide guidance and support to programme staff on financial processes
-   Contribute to improving financial controls and efficiency
-   Support onboarding and training of staff on finance procedures
-   Support strengthening of administrative systems and office procedures across the country programme
-   Support office management and operational coordination where required

**h. Administration & Office Support**

-   Support day-to-day office administration and operational coordination
-   Ensure effective management of office supplies, utilities, and administrative service providers
-   Support travel logistics, accommodation bookings, and administrative arrangements for staff and visitors
-   Maintain organised and secure filing systems for finance, HR, and administrative documentation
-   Support asset and inventory management, including tracking and verification of office equipment
-   Assist with coordination of meetings, workshops, and administrative events logistics

**Attributes**

**Education / Qualifications**

**Essential**

-   Degree in Accounting, Finance, or related field
-   Professional accounting qualification (or working towards one)

**Desirable**

-   Fully qualified accountant (ACCA, CPA, or equivalent)

**Experience and Knowledge**

**Essential**

-   Minimum 5 years’ experience in finance roles, preferably in an NGO or development context
-   Strong experience in financial management, budgeting, and reporting
-   Experience managing multi-project or multi-donor budgets
-   Experience working with financial systems and large datasets
-   Experience supporting office administration and operational systems

**Desirable**

-   Experience with donor-funded programmes (e.g. UN, EU, institutional donors)
-   Experience working with local partners and capacity strengthening
-   Experience in humanitarian or complex operating environments
