**Overview:**  
The State Corporation Commission (SCC) is seeking an experienced PowerBuilder/.NET Developer to provide backup support for the Banking application. The selected candidate will primarily support the FIIS application, which is written in PowerBuilder, while also providing support for applications developed in .NET.

The position requires the ability to work independently and as part of a team, adapt to changing priorities, communicate effectively with customers and coworkers, and follow established system development policies, procedures, standards, and coding practices.

**Job Description:**  
The PowerBuilder/.NET Developer will support the SCC Banking application environment by translating formal requirements documentation into database and program solutions. The primary application supported will be FIIS, developed in PowerBuilder, with additional support provided to .NET applications.

The developer will perform system administration, maintenance, development, testing, debugging, implementation, and production support activities. The position will also respond to system alerts and user events, document findings, maintain technical documentation, and provide technology turnover to SCC staff.  

**Responsibilities:**

-   Provide backup support for the SCC Banking application.
-   Primarily support the FIIS application developed in PowerBuilder.
-   Provide support for additional applications developed using .NET.
-   Perform complex system administration, maintenance, and production support.
-   Design, develop, modify, test, debug, and implement programs and systems.
-   Translate formal requirements documentation into database and program solutions.
-   Respond to system alerts and user events.
-   Investigate system issues, make recommendations, and document findings.
-   Develop and maintain technical documentation and standard operating procedures.
-   Follow established system development policies, procedures, standards, guidelines, and coding standards.
-   Participate in code reviews.
-   Maintain and support Oracle and SQL Server database environments.
-   Provide technical support and troubleshooting for supported applications.
-   Fully document work performed.
-   Provide technology turnover and knowledge transfer to SCC staff.
-   Work independently with minimal direction while collaborating effectively with team members.
-   Communicate effectively with customers, coworkers, vendors, and other stakeholders.
-   Perform other related duties as required.

## Requirements

**Minimum Qualifications:**

-   Minimum 4 years of experience with PowerBuilder/InfoMaker.
-   Minimum 5 years of experience with website maintenance using ASP.NET, MVC, Web Forms, or Blazor.
-   Minimum 5 years of experience with Visual Studio.
-   Minimum 5 years of experience with HTML, CSS, and JavaScript.
-   Minimum 1 year of experience maintaining Web APIs using C#, Entity Framework, and LINQ.
-   Minimum 5 years of experience with Oracle and/or SQL Server.
-   Minimum 5 years of experience with Microsoft Visio, SharePoint, and Microsoft Office applications.
-   Minimum 5 years of demonstrated analytical and problem-solving abilities.
-   Minimum 5 years of excellent verbal and written communication skills.
-   Minimum 5 years of experience working independently with minimal direction and as part of a team.
-   Demonstrated ability to work as a highly motivated and self-directed professional.
-   Must physically reside within the United States for the duration of the assignment due to Commonwealth of Virginia security policies prohibiting offshore IT contractors.
-   Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
-   Must agree to work on-site Tuesday, Wednesday, and Thursday each week.
-   Must be available for a webcam interview.
-   Current city and state of residence must be provided.  
    

**Preferred Qualifications:**

-   3 years of experience with Microsoft Dynamics 365.
-   3 years of experience with Azure DevOps or Team Foundation Server.
-   3 years of experience maintaining client-server EXE applications using C#/VB.NET, Entity Framework, and Oracle.
-   Experience supporting financial, banking, or similar enterprise applications.
-   Experience with PowerBuilder-based legacy applications.
-   Experience providing production application support and system maintenance.

## Benefits

**Compensation:**  
This is a 1099 Contract role.  
Pay Rate: $69 – $89 per hour  
No benefits are provided with this contract position.  

**Schedule:**

-   Assignment period: October 1, 2026 through October 1, 2027.
-   Approximately 12-month full-time contract.
-   Hybrid schedule with on-site work Tuesday, Wednesday, and Thursday each week.
-   Remote work on the remaining workdays.
