### Overview

We are seeking an experienced System Analyst 4 to join the Investment Decision Support (IDS) team. As the primary data stewards for the Investments Department, the IDS team partners with business stakeholders to deliver high-quality investment data, analytics, and decision support capabilities.

This role will support the evaluation and implementation of a new investment data platform by analyzing current business processes, gathering and documenting requirements, supporting testing efforts, and helping define future-state business workflows. The ideal candidate is an experienced Business Systems Analyst with exceptional analytical, documentation, and stakeholder collaboration skills.

### Job Description

The System Analyst 4 will play a key role in supporting the Virginia Retirement System's Investment Decision Support team during the implementation of a new investment data platform. This position focuses on evaluating current business processes, documenting business and technical requirements, supporting platform implementation, validating data, coordinating testing activities, and partnering with stakeholders to improve investment data management and decision support capabilities. The successful candidate will collaborate across technical and business teams to ensure the successful delivery, adoption, and ongoing enhancement of the new investment platform.

### Responsibilities

### Business Analysis & Requirements

-   Partner with investment stakeholders to document current-state business processes, systems, and data flows.
-   Identify business gaps, operational risks, and opportunities for process improvement.
-   Conduct interviews, workshops, and working sessions to gather business needs.
-   Elicit, document, and manage business and technical requirements for platform implementation.
-   Define future-state workflows and operating models aligned with strategic investment objectives.

### Documentation & Process Design

-   Develop comprehensive business and technical documentation.
-   Create current-state assessments, future-state process documentation, and data flow diagrams.
-   Document system integrations, dependencies, and business rules.
-   Maintain accurate project documentation throughout the implementation lifecycle.

### Data Analysis & Platform Implementation

-   Develop an understanding of existing investment systems and data architecture.
-   Support data mapping, validation, reconciliation, and quality assurance activities.
-   Assist with implementation activities and ongoing platform stabilization.
-   Provide data analysis and reporting support throughout the project.

### Testing & Quality Assurance

-   Develop testing strategies and test plans.
-   Coordinate and support User Acceptance Testing (UAT).
-   Validate platform functionality against documented business requirements.
-   Assist with issue identification, tracking, and resolution.

### Collaboration & Change Management

-   Work closely with business stakeholders, technical teams, and project leadership.
-   Support organizational change management and transition activities.
-   Assist with process refinement and continuous improvement initiatives.
-   Contribute to strategic initiatives and special projects as assigned by the IDS Research Director.

### Requirements

-   Perform comprehensive business and process analysis.

## Requirements

### Minimum Qualifications

-   Bachelor's degree from a four-year college or university.
-   Minimum of 7 years of experience gathering and documenting requirements, improving business and technical processes, and creating and implementing testing plans.
-   Strong critical thinking skills with exceptional attention to detail.
-   Experience creating technical documentation, including requirements and process maps.
-   Excellent written and verbal communication skills with the ability to produce clear, concise documentation.
-   Demonstrated experience working successfully in a collaborative team environment.
-   Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
-   Must physically reside within the United States for the duration of the assignment.
-   Must be able to participate in a webcam interview.
-   Must be able to work onsite in Richmond, Virginia, as required under the hybrid work arrangement.

### Preferred Qualifications

-   Experience using SQL, Python, or similar programming languages.
-   Experience with reporting and data visualization tools such as SQL Server Reporting Services (SSRS), Tableau, or Power BI.
-   Experience with robotic process automation tools such as Microsoft Power Automate.
-   Investment or financial markets industry experience.

## Benefits

### Compensation

This is a **1099 Contract** position.

**Pay Rate:** **$67 – $87 per hour**

### Schedule

-   **Start Date:** August 3, 2026
-   **End Date:** August 3, 2027
-   **Assignment Duration:** Approximately 12 months, with potential for extension.
-   Hybrid work arrangement with onsite work required as directed.
