**Ukraine2EU is looking for a Head of Intelligence Hub**

Ukraine2EU is launching an Intelligence Hub — an ambitious initiative designed to consolidate and analyse public perceptions of Ukraine’s EU accession both domestically and across the EU. This Hub will support Ukrainian institutions and decision makers with evidence and analysis to inform strategic decision-making, policy, and communication. We are now looking for a strong leader to establish and guide this unit.

**About the role**

The Head of Intelligence Hub will be responsible for building and steering the Hub’s analytical and communication outputs and ensure that these are used to influence current and future policies. You will lead a team that systematically tracks public opinion, narratives, and trends, and you will ensure that insights are translated into actionable strategies for government institutions, first and foremost, but also for donors, civil society, and media. The role requires not only analytical excellence but also the ability to engage directly with policy makers and stakeholders, positioning the Hub as the first-choice knowledge partner on EU accession perceptions.

You will oversee both the domestic and European dimensions of the Hub’s work — from surveys and media monitoring in Ukraine to comprehensive analytics across all 27 EU Member States. This means balancing technical oversight with strategic vision, ensuring that outputs are credible, timely, and impactful.

## Requirements

We are looking for a Ukrainian candidate who:

-   Has a strong analytical mindset, and is able to engage with both quantitative and qualitative research methods.
-   Understands the principles and importance of evidence-based and rigorous analysis and has the ability to transform complex analysis into clear, actionable insights for policy and advocacy.
-   Has a good grasp of current debates and evidence in the area of Ukraine’s EU accession including public perceptions and how these interact with domestic and international politics.
-   Possesses the personality, authority, and confidence to set direction and inspire a diverse team.
-   Is adept at engaging with ministries, embassies, donors, civil society, and media, and can navigate sensitive discussions with clarity and conviction.
-   Brings experience in managing complex, high-profile and/or analytical initiatives with multiple stakeholders, ideally in an international or EU-related context.
-   Is fluent in Ukrainian and English.
-   Has at least a master degree in a relevant field such as sociology, international relations, political science, international law, strategic communication, or comparable.
-   Is proficient in MS Office, particularly Excel and PowerPoint, as well as other modern digital tools for data analysis and visualisation, media and social media monitoring, and the preparation of analytical materials.

**What we offer**
