**Sectoral Legal Expert on EU Acquis in Agriculture and Food Systems** (Chapters 11–13 of the EU acquis) provides analytical, legal, and sectoral expertise to the Main Legal Department of the Verkhovna Rada of Ukraine (hereinafter – Main Legal Department) within the Ukraine2EU framework, aimed at strengthening institutional capacity for the preparation and review of legislation in line with Ukraine’s EU accession obligations.

The Expert supports the analysis and legal examination of draft legislative acts at all reading stages, including preparation of conclusions, comments, and proposals to ensure alignment with the EU acquis in agriculture, food systems, and food safety. The Expert reviews amendments, comparative tables, and related legislative materials, and conducts comparative research on EU legislation, institutional frameworks, and best practices of EU Member States and candidate countries relevant to Chapters 11–13.

The Expert prepares analytical notes, briefing materials, summaries of consultations, and provides other ad hoc legal and analytical support to the Main Legal Department in the context of Ukraine’s EU accession process.

**ROLES AND RESPONSIBILITIES**

-   Provide analytical, sectoral, and legal expert support to the Main Legal Department on matters related to Ukraine’s accession to the European Union, in particular under Chapters 11, 12, 13 of the EU acquis.
-   Assist the Main Legal Department in the analysis of draft legislative acts related to implementation of Ukraine’s obligations under the EU accession process in the areas of agriculture and food systems.
-   Support in legal examination (expert review) of draft laws at the stages of first, second, and third readings, including the preparation of conclusions, comments and proposals thereto, with a view to ensuring alignment of draft legislation with the EU acquis.
-   Analyze amendments to draft laws, comparative tables, and other accompanying materials to draft legislative acts.
-   Conduct analytical and comparative research on EU agricultural and food systems legislation, including institutional arrangements, implementation mechanisms, and relevant practices of EU Member States and candidate countries in the context of Ukraine’s accession process.
-   Contribute to ensuring the alignment of draft legislative initiatives with Ukraine’s obligations under the EU accession framework and relevant EU legislation and standards in the fields of agriculture and food systems.
-   Analyze institutional, administrative, and financial capacity requirements necessary for implementation and enforcement of EU acquis in the field of agriculture and food systems in Ukraine.
-   Prepare analytical materials, including information notes, briefing papers, summaries, and other written inputs related to the EU acquis in the fields of agriculture and food systems.
-   Prepare summaries of meetings, consultations, committee hearings, and other discussions, including proposals and recommendations for further legislative follow-up.
-   Perform other ad hoc tasks related to the analytical and legal support of the activities of the Main Legal Department within its mandate.
-   Ensure continuous coordination with Ukraine2EU regarding all requests and assignments related to compliance assessments.

## Requirements

Education

-   University degree in Law, International Relations, Political Science, Public Administration, or a related field.

Experience

-   At least 5 years of relevant experience in legislative and policy-making processes, oversight and monitoring, and/or policy analysis in Ukraine, related to EU integration processes.
-   At least 3 years of professional experience in the field of agriculture and food systems.
-   Experience in drafting high-level policy briefs, analytical reports, and official statements.
-   Experience in working with or within parliamentary and/or government institutions, particularly those involved in EU integration, law-making or international technical assistance projects.

Skills

-   Excellent analytical and legal drafting skills, with the ability to synthesize information from diverse sources, and produce clear, insight-driven outputs.
-   Strong written communication skills, including preparation of high-quality reports and briefs.
-   In-depth knowledge of the institutional frameworks of EU integration processes and of the Ukrainian context in relation to Ukraine’s EU accession.
-   Knowledge of the EU structure and functioning, EU policies, the EU-Ukraine Association Agreement, National Programme for the Adoption of the Acquis (NPAA) and the public sector in general.
-   Strong knowledge of Chapters 11, 12, and 13 of the EU acquis (Agriculture and Rural Development; Food Safety, Veterinary and Phytosanitary Policy; and Fisheries), including relevant EU and national legislation, the Common Agricultural Policy (CAP), and EU food safety, veterinary, and phytosanitary systems, as well as related institutional and regulatory frameworks and their implementation requirements in EU Member States and candidate countries in the context of EU accession.
-   Understanding of EU accession processes and legislative approximation mechanisms, including experience in analyzing sectoral reforms, institutional capacities, and implementation challenges related to the agricultural and food systems EU acquis.
-   Strong organizational and planning skills, with the ability to manage multiple tasks, coordinate expert inputs, and support reporting cycles.
-   Ability to consolidate and present complex information in a user-friendly and policy-relevant format.
-   Ability to work proactively, independently, and collaboratively in a multi-stakeholder environment.

Languages

-   Proficiency in Ukrainian and English (written and spoken).

**BACKGROUND**

The overall objective of Ukraine2EU is to support Ukraine’s progressive alignment to the EU acquis and its overall EU integration efforts with a view to future EU membership. Ukraine2EU is aiming to build strong and efficient state mechanisms for managing Ukraine's EU accession process and implementing related reforms. Ukraine2EU will follow the emerging and evolving needs of the main stakeholders and build a solid institutional capacity to meet the accession criteria.

Ukraine2EU is structured around four components, each addressing a core area of EU integration support:

**Component 1.** Management, coordination and monitoring of EU integration processes – aimed at strengthening capacities of Ukraine's key actors and stakeholders in overall management, coordination, and monitoring of the EU accession processes and related reforms agenda.

**Component 2.** Legal approximation processes and translation – focused on increasing availability of the legal expertise necessary for an efficient approximation of Ukrainian law to the EU acquis and enhancing overall institutional, procedural and methodological capacities of competent institutions in EU acquis translation.

**Component 3.** Communication – designed to raise awareness of Ukrainian society and key stakeholder groups on the EU accession process and related reforms agenda.

**Component 4.** Civil Society Organizations (CSOs) related activities – contributing to the outcomes of component 1, 2 and 3.
