**Senior Sectoral Expert on Environmental and Climate EU acquis** provides expert, analytical and legal support to the Secretariat of the Verkhovna Rada of Ukraine Committee on Environmental Policy and Nature Management (hereinafter – the Committee Secretariat) within the Ukraine2EU framework, with the aim of strengthening the institutional capacity of the Committee Secretariat for the timely, high-quality and consistent preparation of legislation related to the fulfilment of Ukraine’s obligations in the EU accession process. 

The Expert contributes to informed legislative and institutional decision-making by delivering high-quality, evidence-based analysis, and briefing materials related to Ukraine’s alignment with the EU environmental and climate acquis, including obligations under Chapter 27 of the EU accession negotiations. 

The Expert is involved in the work of the Committee Secretariat (including the Subcommittee on Forest Resources, Biodiversity, Natural Landscapes, Nature Reserve Fund Sites and Adaptation of Ukrainian Legislation to the Provisions of European Union Law) and provides support on matters related to EU law, EU sectoral policies and the legislative framework for Ukraine’s European integration obligations within the remit of the Committee of the Verkhovna Rada of Ukraine on Environmental Policy and Nature Management, in particular with regard to:

– protection, conservation, use and restoration (reproduction) of natural resources, including subsoil, forests, water resources, atmospheric air, flora and fauna, and natural landscapes;

– conservation and sustainable use of natural resources of the exclusive (maritime) economic zone, the continental shelf and outer space exploration;

– environmental safety, prevention and mitigation of the consequences of natural disasters, man-made accidents and catastrophes, and the activities of state emergency rescue services;

– radiation and fire safety;

– civil protection of the population;

– the legal regime of the zone of ecological emergency;

– state policy in the field of waste management (except household waste);

– state environmental monitoring;

– administrative and economic sanctions for environmental pollution;

– establishment, protection and development of the objects of the Nature Reserve Fund of Ukraine;

– the legal regime of radioactive contamination zones, including those resulting from the Chornobyl disaster;

– prevention of adverse anthropogenic climate change;

– environmental audit.

The assignment covers the analysis of key areas of EU environmental and climate policy, including environmental governance, climate change, forestry, biodiversity protection, waste management, chemicals, water and air quality, industrial emissions, circular economy, and implementation of the European Green Deal.

The role includes monitoring and assessing Ukraine’s progress in implementing commitments under the National Programme for the Adoption of the Acquis (NPAA), the Ukraine Facility Plan, European Commission Enlargement Reports, and other EU accession-related instruments relevant to Chapter 27. 

The Expert identifies key implementation challenges, and provides analytical updates, comparative assessments to support parliamentary oversight in the field of environment and climate.

 **ROLES AND RESPONSIBILITIES**

-   Provide analytical, advisory, and expert support to the Committee Secretariat on matters related to Ukraine’s accession to the European Union under Chapter 27 (Environment and Climate Change).
-   Support the Committee Secretariat in the analysis of draft legislation related to implementation of Ukraine’s EU accession commitments in the fields of environment, climate change.
-   Provide expertise on horizontal environmental legislation and key EU policy frameworks, including environmental impact assessment, strategic environmental assessment, industrial emissions, circular economy, climate governance, biodiversity protection, waste management, water policy, air quality, and the European Green Deal within the remit of the Committee of the Verkhovna Rada of Ukraine on Environmental Policy and Nature Management.
-   Provide analytical support regarding developments in EU accession negotiations and screening processes related to Chapter 27 (Environment and Climate Change), including identification of priorities, risks, and implementation challenges.
-   Conduct research and comparative analysis of EU environmental and climate legislation, institutional frameworks, implementation mechanisms, and best practices in EU Member States and candidate countries relevant to Ukraine’s accession process.
-   Support alignment of legislative initiatives and parliamentary oversight activities with Ukraine’s obligations under the EU accession framework and EU environmental and climate standards.
-   Monitor and assess progress in implementation of obligations under the National Programme for the Adoption of the Acquis (NPAA), the Ukraine Facility Plan, and relevant European Commission reports within the scope of Chapter 27 of the EU acquis.
-   Analyze institutional, administrative, and financial capacity requirements necessary for implementation and enforcement of EU environmental and climate acquis in Ukraine.
-   Prepare analytical notes, briefing papers, summaries, presentations, speaking points, and other written materials related to EU environmental and climate acquis and sectoral reforms.
-   Support organization and preparation of committee meetings, hearings, consultations, working groups, official visits, and stakeholder engagements related to environmental and climate aspects of Ukraine’s EU accession process.
-   Prepare summaries of meetings, consultations, hearings, and discussions, including recommendations for legislative follow-up actions.
-   Facilitate coordination and communication with government institutions, EU institutions, international partners, civil society organizations, and expert communities on matters related to Chapter 27 negotiations and implementation.

## Requirements

Education

-   University degree in Law, International Relations, Political Science, Public Administration, or a related field.

Experience

-   At least 7 years of relevant experience in legislative and policy-making processes, oversight and monitoring, and/or policy analysis in Ukraine, related to EU integration processes.
-   At least 3 years of professional experience in monitoring and oversight processes, preferably linked to the EU accession process, the Association Agreement implementation, or related reforms.
-   At least 3 years of professional experience in the field of environmental law.
-   Experience in drafting high-level policy briefs, analytical reports, and official statements.
-   Experience in working with or within parliamentary and/or government institutions, particularly those involved in EU integration, law-making or international technical assistance projects.

Skills

-   Excellent analytical skills, with the ability to track policy developments, synthesize information from diverse sources, and produce clear, insight-driven outputs.
-   Strong written communication skills, including preparation of high-quality reports and briefs.
-   In-depth knowledge of the institutional frameworks of EU integration processes and of the Ukrainian context in relation to Ukraine’s EU accession. 
-   Knowledge of the EU structure and functioning, EU policies, the EU-Ukraine Association Agreement and the public sector in general.
-   Strong knowledge of Chapter 27 of the EU acquis (Environment and Climate Change), including EU and national environmental and climate legislation, principles of sustainable development, circular economy, and green transition policies, as well as understanding of their institutional, regulatory, and socio-economic implications for environmental governance, climate resilience, and sustainable development in EU Member States and candidate countries.
-   Understanding of EU accession processes and legislative approximation mechanisms, including experience in analyzing sectoral reforms, institutional capacity building, and implementation challenges related to the environmental and climate acquis.
-   Strong organizational and planning skills, with the ability to manage multiple tasks, coordinate expert inputs, and support reporting cycles.
-   Ability to consolidate and present complex information in a user-friendly and policy-relevant format.
-   Ability to work proactively, independently, and collaboratively in a multi-stakeholder environment.
-   Experience in capacity building and/or institutional strengthening in monitoring and oversight processes would be an advantage.

Languages

-   Proficiency in Ukrainian and English (written and spoken).

**BACKGROUND**

The overall objective of Ukraine2EU is to support Ukraine’s progressive alignment to the EU acquis and its overall EU integration efforts with a view to future EU membership. Ukraine2EU is aiming to build strong and efficient state mechanisms for managing Ukraine's EU accession process and implementing related reforms. Ukraine2EU will follow the emerging and evolving needs of the main stakeholders and build a solid institutional capacity to meet the accession criteria.

Ukraine2EU is structured around **four components**, each addressing a core area of EU integration support:

**Component 1.** Management, coordination and monitoring of EU integration processes – aimed at strengthening capacities of Ukraine's key actors and stakeholders in overall management, coordination, and monitoring of the EU accession processes and related reforms agenda.

**Component 2.** Legal approximation processes and translation – focused on increasing availability of the legal expertise necessary for an efficient approximation of Ukrainian law to the EU acquis and enhancing overall institutional, procedural and methodological capacities of competent institutions in EU acquis translation.

**Component 3.** Communication – designed to raise awareness of Ukrainian society and key stakeholder groups on the EU accession process and related reforms agenda.

**Component 4.** Civil Society Organizations (CSOs) related activities – contributing to the outcomes of component 1, 2 and 3.
