**Experience Required**

·       At least five years of relevant experience in systems analysis, IT project delivery, or a related field, preferably within a large enterprise or public sector environment

·       Demonstrates experience in managing full project lifecycles, from requirements gathering to deployment and post-implementation support, is essential

·       Candidates should have good hands-on experience in application development using technologies such as Java, JavaScript, React, SQL, and web and object-oriented programming frameworks

·       A good understanding of SDLC methodologies, whether waterfall, agile, or hybrid, is expected

·       Prior experience working with government digital services or familiarity with Singapore's whole-of-government IT frameworks will be an advantage.

**Responsibilities**

-   Lead end-to-end systems analysis and design activities, including requirements gathering, process modelling, and solution architecture for new and existing systems.
-   Collaborate with business units to understand operational needs and translate them into clear, detailed functional and technical specifications.
-   Oversee system integration efforts, ensuring seamless interoperability between internal systems and external government platforms such as Singpass, Corppass, and GovTech services.
-   Manage and coordinate user acceptance testing (UAT), ensuring that delivered solutions meet business requirements and quality standards.
-   Provide technical guidance and mentorship to project team members.
-   Monitor system performance, identify areas for improvement, and drive initiatives to enhance system reliability, security, and scalability.
-   Prepare and maintain comprehensive documentation including business requirements documents (BRDs), functional specifications, system design documents, and test plans.
-   Manage relationships with external vendors and system integrators, ensuring deliverables are met on time, within scope, and within budget.
-   Stay current with emerging technologies and industry best practices and proactively identify opportunities to apply them within government client context.
