### Purpose of Position

The University System of Maryland (USM) is Maryland’s public higher education system, encompassing 12 institutions, three regional higher education centers, and the USM Office. The USM Office (USMO) serves as the staff to the Board of Regents and Chancellor, supporting collaboration, innovation, and operational excellence across the System to advance higher education and improve the quality of life for Marylanders.

The Assistant Director supports the success of the USM Office's Academic Affairs unit by partnering with community colleges and four-year institutions to develop transfer fairs and statewide professional development events, coordinating and providing support to USM-wide affinity groups in several areas of enrollment management and articulation, coordinating meetings and materials, participating in the scholarship review and awarding process, developing joint events and webinars showcasing transfer pathways and promising practices across the state, and engaging in other duties as assigned to facilitate the smooth admission and enrollment of new students at the USM institutions. The Assistant Director reports directly to the Director of Articulation and Enrollment Services and works in close partnership with the Director to advance strategic priorities, coordination of initiatives, and execution of systemwide priorities.

### Responsibilities

**ARTSYS Platform, Enrollment Systems, and Articulation Support**

-   Supports the ARTSYS Product and Project Manager with implementation of the ARTSYS system, including active participation in weekly vendor coordination calls.
-   Coordinates outreach with Maryland community college partners related to ARTSYS Program Transfer Guides.
-   Plans and facilitates meetings with community college partners to clarify system functionality, improve transfer-related processes, and identify training and support needs.
-   Assists with promoting ARTSYS through transfer fairs, meetings, workshops, and other appropriate venues.

**Statewide Event Leadership and Stakeholder Engagement**

-   In partnership with the ARTSYS Product and Program Manager, enhances college fair presence by offering ARTSYS sessions for counselors, administrators, and prospective transfer students on effective platform use.
-   Coordinates with transfer coordinators and other leaders at all Maryland community colleges to support USM institutional participation in virtual and in-person college fairs statewide.
-   Serves as the programmatic lead, under the oversight of the Director of Articulation and Enrollment Services, for planning and coordinating the annual Maryland Transfer Partnership Conference (MTPC), a statewide professional development event for staff across all Maryland higher education institutions participating in ARTSYS.
-   Collaborates with USM IT to develop and maintain registration and informational websites for in-person and virtual events.
-   Coordinates logistics for MTPC, retreats, workshops, and in-person meetings, while contributing to agenda development, content delivery, facilitation of discussions, and alignment with the unit’s strategic plan.

**Scholarship Administration & Coordination**

-   Participates in the development and application of rubrics and criteria to administer scholarship programs in alignment with donor intent and Board directives.
-   Assists with inter-institutional coordination related to scholarship implementation, including communications, process enhancements, and tracking and organization of scholarship information.
-   Contributes to the enhancement of scholarships models used for tracking and managing funds.

**Affinity Groups, Committees & Statewide Representation**

-   Participates in enrollment management affinity groups, contributes to agenda development, and maintains records and meeting archives.
-   Tracks action items and follows up on outcomes from the ARTSYS Advisory Council and other affinity groups.
-   Moderates discussions among leaders from USM institutions, including registrars, financial aid directors, admissions directors, transfer coordinators, and residency officials.
-   Shares updates with affinity groups on relevant USM activities and policies and, as appropriate, coordinates collective input on topics of shared interest.
-   Represents the University System of Maryland (USM) on statewide committees.
-   Leads a statewide intersegmental committee and coordinates preparation for activities related to professional organizations such as the Maryland School Counselor Association (MSCA), National Association for College Admission Counseling (NACAC), The American Association of Collegiate Registrars and Admissions Officers (AACRAO), and other related organizations.
-   Develops stakeholder communication plans and serves as the primary point of contact for outreach efforts, both virtual and in-person.

**Academic Program Review and Support**

-   Works directly with the Associate Vice Chancellor to review and prepare materials related to academic programs proposals and evaluation processes.

**ADA Compliance**

-   Implements and maintains a review process to ensure ADA compliance across Academic and Enrollment Services documents and records, including administrative archives and ARTSYS materials, to support accessible communication.
-   Participates in ongoing professional development related to ADA to remain current on legal requirements, best practices, and emerging accessibility standards.
-   Provides training and guidance to Academic Affairs staff on creating accessible documents and materials in alignment with ADA accessibility requirements.

### Annual Salary

$87,500-$92,500

## Requirements

### Minimum Qualifications

**Required Education Level/Certifications:**

-   Bachelor’s degree from an accredited institution.

**Required Experience:**

-   Five (5) years of successful university or college administrative or academic professional setting experience within admissions, records and registration, and/or academic advising.
-   Experience with transfer enrollment and articulation.

**Required Knowledge/Skills/Abilities:**

-   Understanding of transfer policies, articulation practices, and pathways within Maryland higher education.
-   Ability to identify barriers to student success and apply analytical thinking to assess context, evaluate options, and propose practical, student-centered solutions.
-   Knowledge of federal, state, and local laws, regulations, and policies affecting higher education in Maryland, including FERPA, HIPAA, and related compliance requirements.
-   Demonstrated ability to communicate effectively and professionally, both orally and in writing, with diverse audiences including students, institutional partners, system leadership, and external stakeholders.
-   Strong attention to detail and accuracy, with the ability to manage multiple priorities while meeting deadlines.
-   Excellent organizational and time-management skills, including the ability to coordinate complex projects, events, and records across multiple partners and institutions.
-   Proven ability and enthusiasm for working collaboratively in a team environment, as well as across organizations and functional areas.
-   Sound judgment and discretion, including the ability to appropriately balance independent initiative with escalation or consultation when needed.
-   Proficiency with Microsoft Office applications, including Outlook, PowerPoint, OneDrive, Word, and Excel; experience with SharePoint, Microsoft Forms, and other collaborative tools.
-   Ability and willingness to travel statewide to participate in meetings, conferences, and events, including some overnight stays and occasional evening or weekend commitments, as needed.
-   Able to lift up to 30 lbs and transport and set up technology at transfer fairs.
-   Eligible to work in the United States.

### Preferred Qualifications

**Preferred Education Level/Certifications:**

-   Master’s degree in higher education administration, public administration, student affairs, or a closely related field.

**Preferred Experience:**

-   Experience working within Maryland higher education systems, including familiarity with transfer pathways, articulation agreements, or community college partnerships.
-   Experience supporting or administering enrollment systems, data systems, or technology platforms (e.g., ARTSYS or similar systems).
-   Experience planning and executing conferences, workshops, or statewide events.

**Preferred Knowledge/Skills/Abilities:**

-   Familiarity with accessibility standards (ADA compliance) and best practices for creating accessible documents and digital content.
