Contract type:** Fixed term, Full time – 37.5 hours per week  
**Location**: WaterAid Bangladesh Country office, Dhaka

 **About The Team**

The project team will support CWASA to enhance safe water access in Chattogram through three core areas: expanding inclusive water services, enhancing utility performance and strengthening the enabling environment. Key interventions include installing different water supply technologies, , improving water quality monitoring, reducing non-revenue water and introducing innovations like digital metering, CRT and mobile apps. The team also facilitates policy advocacy and knowledge sharing to replicate best practices and influence sector strategies.

The team will be a blend of technical, administrative and community engagement roles, design to deliver high-impact results while maintaining alignment with WaterAid’s organizational standards and strategic priorities.

**About the role**

WaterAid Bangladesh is implementing a long-term Climate Resilience Project aimed at empowering civil society, strengthening governance, influencing budgeting and financing, and driving evidence-based policy change across the WASH, climate and health sectors with special focus on women’s health and gender equality.

The Project Delivery Specialist will lead design and implementation of CSO strengthening and related advocacy and influencing agenda within this Project. This role will work closely with CSOs, local government representatives, media actors, research institutions, and national stakeholders to shape and advance climate resilient and gender inclusive WASH priorities at local, subnational, and national levels.

**In this role, you will:**

### 1\. Strengthening Civil Society Organization

-   Strengthen CSO capacities in organizational development, locally led adaptation (LLA), advocacy, climate resilience, gender sensitivity, and participatory planning through technical support, training, and resource assistance.
-   Promote community-led, gender-inclusive climate-resilient WASH initiatives.

### 2\. Financing and Budget Advocacy

-   Support participatory budgeting, social audits, and advocacy for gender-responsive and climate-resilient WASH financing.
-   Engage government, development partners, private sector actors, and communities to influence resource allocation and budget utilization.

### 3\. Accountability and Governance

-   Facilitate community-government dialogue, strengthen local governance structures, and integrate CR-WASH priorities into planning processes.
-   Support digital adaptation planning, GIS-based data generation, and establishment of WASH Adaptation Centres.

### 4\. Media & Public Engagement

-   Build the capacity of journalists and CSOs and support media campaigns, public awareness initiatives, and evidence-based communication on climate-resilient WASH.

### 5\. Policy Influence and National Engagement

-   Develop policy and learning products, disseminate project evidence, and engage stakeholders to advance gender-inclusive, climate-resilient WASH policies and practices.

### 6\. Project Quality, Compliance, and Representation

-   Ensure quality implementation, reporting, compliance, and safeguarding standards, and represent WaterAid in relevant forums, networks, and stakeholder engagements.

## Requirements

**To be successful, you will need:**

**Education:** Master’s degree in Social Sciences, Development Studies, Public Policy, Environmental Science, Communications, or a relevant discipline. Professional Certification in budget tracking, climate adaptation, GESI, or advocacy will be an added advantage.

**Experience:** Minimum 5 years of experience in advocacy, governance, public accountability, or rights-based development at local and national levels. Experience working with CSOs, community groups, and local government, including capacity building, advocacy, and stakeholder engagement. Experience in donor-funded project implementation and compliance.

**Skills, Knowledge and Competencies:**

-   Proven experience in budget analysis, public finance tracking, and influencing local planning and resource allocation.
-   Strong skills in media engagement, storytelling, content development, and public awareness campaigns.
-   Excellent skills in policy analysis, report writing, and communication in Bangla and English, including development of policy briefs, advocacy materials, learning products, and donor-quality reports.
-   Proven expertise in facilitation, training, coaching, and capacity strengthening of CSOs, community groups, and local government, including ToT design and delivery.
-   Sound knowledge of Gender Equality and Social Inclusion (GESI), climate resilience, locally led adaptation (LLA), participatory vulnerability assessment (PVA), and climate-resilient WASH (CR-WASH), with ability to translate concepts into practical interventions and advocacy actions.
